'3' ""', , 0-., '" ty MONDAY MAY 21, 1984 BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular meeting assembled this twenty-first day of May, 1984, that the Zoning Map of the City of Martinsville be--and is hereby--amended to reclassify from "R-6 Residential" to "P-2 Professional" (as re- quested by Mr. & Mrs. A. C. Hall and recommended by the Martinsville Planning Commission) that certain lot identified as Lot No. 42 situated at 807 Starling Avenue. BE IT FURTHER ORDAINED by said Council that, an emergency existing, this ordinance shall be in force on and after May 22, 1984. Upon recommendation of the City's Industrial Development Authority, Council unanimously approved the issuance by said Authority of its bonds, in the amount of $850,000.00, to assist in the financing of a proposed medical office and treatment facility, to be located on the north side of Commonwealth Boulevard, pursuant to an application filed by Dr. Gary W. Routson (represented by Mr. Philip G. Gardner, Attorney at Law) with Council's approval being so indicated in the form of the following resolution unanimously adopted: WHEREAS, the Industrial Development Authority of the City of Martins- ville, Virginia (the Authority), has considered the application of Dr. Gary Wayne Routson (Routson) requesting the issuance of the Authority's industrial development revenue bonds in an amount estimated at $850,000 (the Bonds) to assist in the financing of Routson's acquisition, con- struction and equipping of a medical office and treatment facility (the Project) in the City of Martinsville, Virginia, and has held a public hearing thereon on May 3, 1984; and WHEREAS, Section 103(k) of the Internal Revenue Code of 1954, as amended, provides that the governmental unit having jurisdiction over the issuer of industrial development bonds and over the area in which any facility financed with the proceeds of industrial development bonds is located must first approve of the issuance of the bonds; and WHEREAS, the Authority issues its bonds on behalf of the City of Martins- ville, Virginia (the City), the Project is located in the City, and the City Council of the City of Martinsvi1le, Virginia (the Council) consti- tutes the highest elected governmental officials of the City; and WHEREAS, the Authority recommends that the Council approve the issuance of the Bonds; and WHEREAS, a copy of the Authority's resolution approving the issuance of the Bonds, subject to the terms to be agreed upon, and a certificate of
