<br />f.J ~ I) <br />l..) v I., <br /> <br />MONDAY <br /> <br />MAY 21, 1984 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Monday, May 21, 1984, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present: William <br /> <br />C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; and <br /> <br />Francis T. West. <br /> <br />After the invocation and Mayor Cole's cordial welcome to visitors present, Council <br /> <br />approved--as recorded--the minutes of its special meetings held April 30, 1984, and <br /> <br />May 8, 1984, and (of) its regular meeting held May 8, 1984. In connection with the <br /> <br />minutes of Council's special meeting held April 30, 1984, wherein reference was made <br /> <br />to a suggestion offered by Mrs. Betty M. Wooldridge, Director of the Blue Ridge Regional <br /> <br />Library, that the City and the County of Henry enter into a formal agreement defining <br /> <br />the percentage of the annual Regional Library budgets each entity will contribute, City <br /> <br />Manager Edmonds, at Council's suggestion, indicated that he will pursue this matter <br /> <br />further. <br /> <br />Pursuant to the requirements of Section 15.1-431 of the CODE OF VIRGINIA (1950, and as <br /> <br />amended) and to prior directive of City Council, Council conducted a duly-advertised <br /> <br />public hearing on a petition, filed on behalf of Mr. & Mrs. A. C. Hall by their <br /> <br />counsel, Mr. Hoyett L. Barrow, Jr., Attorney at Law, seeking the rezoning from "R-6 <br /> <br />Residential" to "P-2 Professional" of Lot No. 42 situated at 807 Starling Avenue. After <br /> <br />some explanatory remarks by Mr. Barrow as to the intended usage of the property (for <br /> <br />which rezoning is sought) and as to the usage compatibility with other area properties, <br /> <br />and there being no objections registered against the proposed rezoning, Council unani- <br /> <br />mously approved said petition as previously recommended by the City's Planning Commis- <br /> <br />sion and--to effect said rezoning--adopted the following ordinance amending the City's <br /> <br />Zoning Map accordingly: <br />
