<br />IJ <.: <br />IJC <br /> <br />TUESDAY <br /> <br />MAY 8, 1984 <br /> <br />In connection with the afore-mentioned written comments and/or responses from City <br /> <br />Manager Edmonds and, also, with other budgetary matters, Council unanimously amended the <br /> <br />proposed 1984-85 City Budget, as follows, pending its final adoption: <br /> <br />A. Increased the City's local or net cost of its contributions and/or <br />support of the following agencies to provide for salary increases <br />requested by these agencies at Council's special meeting held <br />April 30, 1984: <br /> <br />1. <br />2. <br />3. <br /> <br />Henry-Martinsville Health Department <br />Social Services Department <br />Blue Ridge Regional Library <br /> <br />- $1,849.00; <br />$1, 723 .00; <br />- $2,261.00. <br /> <br />and <br /> <br />B. Allocated the sum of $120,000.00 for the Lavinder Street Project <br />(approved by Council April 10, 1984), for which some $44,000.00 <br />appropriated for 1983-84 will be unexpended and will revert to <br />General Fund surplus at June 30, 1984. <br /> <br />C. Allocated the total sum of $87,000.00 (with increase in estimated <br />revenue for shared-cost contributions from property owners) for <br />the widening of, and construction of curb-and-gutter and sidewalk <br />along, Finley Street, pursuant to petition filed therefor and as <br />previously recommended by Councilmember Severt. <br /> <br />D. Allocated the sum of $17,000.00 for the replacement of curbing <br />(and/or curb and gutter) along Mulberry Road, from Starling Ave- <br />nue to Rives Road, as previously recommended by Councilmember <br />Severt, it being noted that, already, plans are underway for <br />increasing the turn radius, sorely needed, at Mulberry Road and <br />Rives Road. <br /> <br />No action was taken with regard to the City Sheriff's 1984-85 budget requests, previously <br /> <br />discussed, pending action thereon by the State Compensation Board. <br /> <br />After some discussion by members of Council of procedures by which the amounts of surplus <br /> <br />funds are projected in the City Manager's preparation of annual budgets, and it being noted <br /> <br />that, for example, that General Fund surplus at June 30, 1984, is projected to be <br /> <br />$1,000,000.00 in excess of that estimated in the preparation of the 1983-84 City Budget, <br /> <br />members of Council discussed with Councilman West his recent communications advocating the <br /> <br />reduction of proposed 1984-85 General Fund appropriations by $500,000.00, with a reduction <br />
