<br />:-330 <br /> <br />TUESDAY <br /> <br />MAY 8, 1984 <br /> <br />Pursuant to prior directive issued by Martinsville City Council, and in accordance with <br /> <br />the provisions of Section 5(a) of Chapter 2 of the Charter of the City of Martinsville, <br /> <br />Virginia, a special meeting of the Council was held Tuesday, May 8, 1984, in the Council <br /> <br />Chamber, City Hall, beginning at 1:00 P.M., for the purpose of giving further consideration <br /> <br />to City Manager Edmonds' recommended 1984-85 City Budget and taking action thereon, if any, <br /> <br />subject to formal adoption thereof with revisions, if any, following the forthcoming re- <br /> <br />quired public hearing thereon. All members of Council were present, viz., William C. Cole, <br /> <br />Jr., Mayor and Presiding Officer; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; <br /> <br />and Francis T. West. <br /> <br />After the invocation and the stating of the purpose of this special meeting, City Manager <br /> <br />Edmonds presented written comments and/or responses to certain questions previously raised <br /> <br />by members of Council concerning certain aspects of the proposed 1984-85 City Budget and, <br /> <br />in addition, the projected effect upon the proposed budget (and projected General Fund sur- <br /> <br />plus) by the previously-suggested revisions to estimated revenue and/or 1984-85 appropri- <br /> <br />ations and/or to accommodate further salary adjustments requested by certain agencies and <br /> <br />departments at Council's special meeting held April 30, 1984. <br /> <br />Upon motion, duly seconded and unanimously carried, and pursuant to the provisions of <br /> <br />Section 2.1-344 of the CODE OF VIRGINIA (1950, and as amended), Council convened into an <br /> <br />Executive Session for the purpose of considering a personnel matter related to the proposed <br /> <br />1984-85 City Budget. Upon reconvening into open session, and upon motion, duly seconded, <br /> <br />Council (1) unanimously directed that the proposed budget include the amount of $12,000.00 <br /> <br />as retainer compensation for the City Attorney, pending final adoption of said budget and <br /> <br />(2) by affirmative vote of all members of Council with the exception of Mayor Cole, who <br /> <br />abstained, directed that the proposed budget include the amount of $55,000.00 as the <br /> <br />1984-85 annual salary of the City Manager, pending final adoption of said budget. <br />
