:-330 TUESDAY MAY 8, 1984 Pursuant to prior directive issued by Martinsville City Council, and in accordance with the provisions of Section 5(a) of Chapter 2 of the Charter of the City of Martinsville, Virginia, a special meeting of the Council was held Tuesday, May 8, 1984, in the Council Chamber, City Hall, beginning at 1:00 P.M., for the purpose of giving further consideration to City Manager Edmonds' recommended 1984-85 City Budget and taking action thereon, if any, subject to formal adoption thereof with revisions, if any, following the forthcoming re- quired public hearing thereon. All members of Council were present, viz., William C. Cole, Jr., Mayor and Presiding Officer; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; and Francis T. West. After the invocation and the stating of the purpose of this special meeting, City Manager Edmonds presented written comments and/or responses to certain questions previously raised by members of Council concerning certain aspects of the proposed 1984-85 City Budget and, in addition, the projected effect upon the proposed budget (and projected General Fund sur- plus) by the previously-suggested revisions to estimated revenue and/or 1984-85 appropri- ations and/or to accommodate further salary adjustments requested by certain agencies and departments at Council's special meeting held April 30, 1984. Upon motion, duly seconded and unanimously carried, and pursuant to the provisions of Section 2.1-344 of the CODE OF VIRGINIA (1950, and as amended), Council convened into an Executive Session for the purpose of considering a personnel matter related to the proposed 1984-85 City Budget. Upon reconvening into open session, and upon motion, duly seconded, Council (1) unanimously directed that the proposed budget include the amount of $12,000.00 as retainer compensation for the City Attorney, pending final adoption of said budget and (2) by affirmative vote of all members of Council with the exception of Mayor Cole, who abstained, directed that the proposed budget include the amount of $55,000.00 as the 1984-85 annual salary of the City Manager, pending final adoption of said budget.
