<br />'3" , <br />t , <br /> <br />MONDAY <br /> <br />APRIL 30, 1984 <br /> <br />-- <br /> <br />responding to Councilman West's observation that, despite declining enrollments, the cost <br /> <br />of educating students continues to increase, Board Chairman Carter pointed out that not <br /> <br />only do salaries-wages represent 85% of the school budget and costs but also program <br /> <br />changes and mandated requirements are significant factors. <br /> <br />Representing the City's Social Services Department was Mr. Richard L. Gipple, Chairman of <br /> <br />",.- <br /> <br />the Social Services Advisory Board, assisted by Board-member Ralph Pruitt and Office Mana- <br /> <br />ger Michael Burton (Mrs. Mabelle S. King, the Department's Director, being out of the city), <br /> <br />who asked that Council increase the Board's previously-submitted budget requests for <br /> <br />salaries-wages by $10,483.00 (with a net cost to the City therefor of $1,723.00) in order <br /> <br />that salaries-wages for this agency's personnel be increased in 1984-85 by the same per- <br /> <br />centage as is proposed for City employees under the Manager's jurisdiction. <br /> <br />Next appearing before Council was Mr. J. Ronnie Minter, Commissioner of the Revenue, who <br /> <br />informed Council that, although the State Compensation Board has not acted upon his 1984-85 <br /> <br />budget requests and has previously denied his request for permission to employ-and-appoint <br /> <br />a Chief Deputy, his 1984-85 budget requests include the new position of Chief Deputy but <br /> <br />with no net increase in the present number of personnel. Mr. Minter also stated that the <br /> <br />work-load in his office continues to increase (despite a declining City population) and <br /> <br />(that) certain facets thereof, particularly personal property, need more attention than <br /> <br />he is currently able to devote. <br /> <br />Sheriff Maynard H. Gilley informed Council that, unofficially, the State Compensation <br /> <br />Board (which has yet to act upon the Sheriff's 1984-85 budget requests) probably will <br /> <br />allow funds in 1984-85 for the adding of one jailor (whereas the Sheriff has asked for <br /> <br />two additional jailors and one additional court deputy, funds for which have been <br /> <br />included in City Manager Edmonds' 1984-85 budget proposal), the result of which would <br />
