~L1 THURSDAY APRIL 26, 1984 ,- (accompanying his proposed 1984-85 City Budget), Mr. Edmonds empqasized the fact that, while the current level of services is proposed to be maintained, restricted revenue growth (in the General Fund) does not permit the meeting of some departmental needs. Council then began, page-by-page, its review and study of the recommended 1984-85 City Budget, beginning with City Manager Edmonds' Budget Message and continuing through pre- pared budget summaries, a schedule of net costs of the operations of certain depart- ments and functions, a personnel summary proposing the net addition of four employees in 1984-85 over that authorized for 1983-84 (excluding the City School System), a capital improvements program (excluding the City School System), except for the year 1984-85) for the years 1983-84 through 1988-89, on through the detailed General Fund revenues and expenditures, ending with page 90 of the proposed bupget but excluding the City School Board's budget requests, which requests Council is scheduled to discuss with the School Board in a special meeting scheduled for 2:00 P.M. on Monday, April 30, 1984, in the Council Chamber, City Hall (see minutes of Council's regular meeting held April 10, 1984). Council rescheduled this special meeting to begin at 1:00 P.M. in order to have representatives of other agencies and/or departments present for discussions of their respective 1984-85 budget requests, such agencies being the Henry~Martinsville Health Department, the Blue Ridge Regional Library, the Martinsville-Henry County Airport Devel- opment Authority, the City's Department of Social Services, the City's City Sheriff and Commissioner of the Revenue, and perhaps the Piedmont Mental Health & Mental Retardation Services Board ("Chapter 10 Board"), from which last-named agency a supporting or explan- atory letter has been received. Council also scheduled a third budget "work-session" meeting, if deemed necessary following its scheduled April 30th meeting, for Tuesday, May 8, 1984, in the Council Chamber, City Hall, beginning at 1:00 P.M.
