<br />a18 <br /> <br />THURSDAY <br /> <br />APRIL 26, 1984 <br /> <br />Pursuant to Section 5(a) of Chapter 2 of the Charter of the City of Martinsville, <br /> <br />Virginia, and to actions taken by the Council of the City of Martinsville, Virginia, in <br /> <br />regular meetings held April 10, 1984, and April 24, 1984, a special meeting of said <br /> <br />Council was held Thursday, April 26, 1984, in the Council Chamber, City Hall, beginning <br /> <br />at 2:00 P.M. for the purposes of (1) considering City Manager Edmonds' recommended City <br /> <br />Budget for the fiscal year beginning July 1, 1984, and taking such preliminary actions <br /> <br />thereon as deemed necessary, and (2) conducting an Executive Session on the possible dis- <br /> <br />posal of certain City-owned real property and taking action thereon in reconvened special <br /> <br />session, if the Council elected to take such action. All members of Council, with the <br /> <br />exception of Councilman Francis T. West (who was away from the City), were present, viz., <br /> <br />William C. Cole, Jr., Mayor and Presiding Officer; L. D. Oakes, Vice-Mayor; Henry C. Reed; <br /> <br />and Eliza H. Severt. <br /> <br />After the invocation, and prior to Council's consideration of the proposed 1984-85 City <br /> <br />Budget (which Councilmembers agreed to review page-by-page), City Manager Edmonds offered <br /> <br />some introductory remarks in which he defined his responsibilities and approaches in pre- <br /> <br />paring the City's annual budgets as well as giving assurance that, once the 1984-85 bud- <br /> <br />get is adopted (as may be revised) by Council, he and the City Administration will support <br /> <br />publicly and privately the decisions made thereon by Council. In addition, Mr. Edmonds <br /> <br />pointed out that only 36% of the General Fund budget comes under the jurisdiction of the <br /> <br />City Manager, the remaining 64% representing packages of requests from many agencies <br /> <br />supported to one extent or another by the City and over which requests the Manager exer- <br /> <br />cises no judgment except to attempt to provide revenue to support these requests. Mr. <br /> <br />Edmonds pointed out further that, regarding those agencies and/or activities jointly sup- <br /> <br />ported by the City and the County of Henry and/or other jurisdictions, there is not much <br /> <br />logic or equity in the current division of costs.
