<br />a1 <br /> <br />TUESDAY <br /> <br />APRIL 24, 1984 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, April 24, 1984, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members--with the exception of <br /> <br />Councilman Francis T. West, who was away from the City--being present, viz., William C. <br /> <br />Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; and Eliza H. Severt. <br /> <br />After the invocation and Mayor Cole's cordial welcome to visitors present, Council <br /> <br />approved--as recorded--the minutes of its regular meeting held April 10, 1984. <br /> <br />After reviewing the Special-Use Permit issued June 23, 1981, for a five-year period <br /> <br />(subject to annual review) to the Martinsville Volunteer Fire Company for the sponsor- <br /> <br />ship-conduct of its annual bazaars at Liberty Heights Fairgrounds, Council unanimously <br /> <br />renewed said permit for the 1984 period of June 25th through June 30th, subject to com- <br /> <br />pliance with the terms and conditions attached to the permit when initially issued. <br /> <br />By letter dated April 3, 1984, the State Department of Highways & Transportation <br /> <br />notified Council that the Southern Railway Company has filed an amended System Diagram <br /> <br />Map with the Interstate Commerce Commission, indicating that within the next three years <br /> <br />Southern Railway Company might seek permission to abandon and/or discontinue that section <br /> <br />of Carolina & Northwestern Railway Company's rail line between Leaksville Junction (in <br /> <br />Pittsylvania County, Virginia, near the Virginia-North Carolina boundary line) and a <br /> <br />freight station identified as "Hilltop" located just inside the City's east corporate <br /> <br />limits, it being noted that Carolina & Northwestern Railway is a subsidiary of Southern <br /> <br />Railway Company. Said letter further informed Council that, if permission is sought <br /> <br />and granted, C&NW's remaining trackage between Hilltop and Fieldale would be sold to <br /> <br />and operated by the Norfolk & Western Railway Company, which has other trackage and a <br />
