Council-member Severt advocated (and subsequently <br /> <br />placed into motion, for which there was no second) the proceeding by the City with the <br /> <br />installation of odor-control improvements, for which plans and specifications have been <br /> <br />authorized, but deferring any decision on the questions of expanding the City's treat- <br /> <br />ment plant vs. diverting the Jones Creek Interceptor flow to the PSA's "Koehler" treat- <br /> <br />ment plant, pending study of updated capital requirements and operating-maintenance <br /> <br />costs and, also, the presence of the entire Council membership. Mr. Frank T. Gravely, <br /> <br />of 1610 Mulberry Road, and Mr. Donald G. Hogg, of 1604 Meadowview Lane, both took <br /> <br />exception to the economic factors referred to by Vice-Mayor Oakes, interpreting these <br /> <br />factors as weighing toward "diversion" rather than toward "expansion". Mayor Cole, then <br /> <br />referring to Council's recent authorization (from Council's January 24th meeting) to <br /> <br />Wiley & Wilson to proceed with the preparation of plans and specifications for increased <br /> <br />digester capacity and odor-control improvements at the, City's treatment plant, ques- <br /> <br />tioned whether this authorization included the inviting of bids for this equipment and <br /> <br />the improvements. In response to City Manager Edmonds' suggestion that Council conduct <br /> <br />a special meeting (probably on Thursday, April 5th) in an attempt by Council to reach a <br /> <br />consensus on Mr. Edmonds' proposed "letter of understandings" (or letter of request of <br /> <br />the Henry County PSA, as hereinbefore cited), a motion introduced, duly seconded, to <br /> <br />conduct such a meeting failed to carry by a vote of two-to-one (Mayor Cole voting "Nay"). As <br /> <br />a result, it was presumed that further consideration thereof was continued to Council's <br /> <br />next regular meeting or to some other future meeting. <br /> <br />Upon being informed that Franklin County desires to join with the City of Martinsville <br /> <br />and the County of Henry in the already-established Cooperative Council and/or Coordi- <br /> <br />nating Committee for long-term care for the elderly to assure cost-effective utilization <br /> <br />of all available funds therefor, Council unanimously adopted the following resolution <br /> <br />agreeing to the joining by Franklin County in this effort: <br />
