<br />~80 <br /> <br />TUESDAY <br /> <br />FEBRUARY 28, 1984 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, February 28, 1984, in <br /> <br />the Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; <br /> <br />and Francis T. West. <br /> <br />Following the invocation and Mayor Cole's cordial welcome to visitors present, Council <br /> <br />unanimously approved--as recorded--the minutes of its special meeting held February 13, <br /> <br />1984, and of its regular meeting held February 14, 1984. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on a pro- <br /> <br />posal to amend Section 22-87 of the City Code whereby the rates for the use of for-hire <br /> <br />cars, as defined therein, would be increased from five dollars ($5.00) to thirty dollars <br /> <br />($30.00) for the first hour, or fraction thereof, and from one dollar ($1.00) to seven <br /> <br />dollars and fifty cents ($7.50) for each succeeding one-quarter hour, or fraction thereof, <br /> <br />pursuant to petition requesting these rate changes filed with Council at its regular <br /> <br />meeting held February 14, 1984, by Mr. Edwin A. Gendron, Jr., Attorney at Law, for and on <br /> <br />behalf of Mr. James Westmoreland, Jr., d/b/a Classic Limousines, Ltd. There being no <br /> <br />objections registered by the public to this proposed amendment, Mayor Cole declared the <br /> <br />public hearing closed; whereupon motion to accept for introduction an ordinance (No.84-2) <br /> <br />to effect these rate changes, duly seconded, and with all members of Council, with the <br /> <br />exception of Mayor Cole (who abstained), voting affirmatively on the motion, the ordinance <br /> <br />was accepted for introduction and for Council's further consideration of and/or action on <br /> <br />at its forthcoming March 13th meeting. The record notes that Mayor Cole was of the ex- <br /> <br />pressed opinion that Council should not be involved in such rate-setting matters. <br />
