<br />2~ <br /> <br />FEBRUARY 14, 1984 <br /> <br />TUESDAY <br /> <br />the second of these two proposed amendments, to increase the current year's budgeted amount <br /> <br />(by $25,000.00, in the Electric Fund) for tree-trimming service, the need for which was <br /> <br />explained by City Manager Edmonds (both at this meeting and at Council's January 24th <br /> <br />meeting), one or more members of Council referred to levels of spending for this purpose <br /> <br />in prior years, with Mayor Cole expressing the hope that the cost of this service (or <br /> <br />the need therefor) can be reduced in the future to the lesser levels of prior years. Dr. <br /> <br />- <br /> <br />Sherman S. Dutton, of 507 Rives Road, inquired as to whether bids are invited from con- <br /> <br />tractors performing this type of service and, along with Mr. Oscar F. Cannaday, Jr., of <br /> <br />1144 Knollwood Place, also inquired as to whether the City has in-house equipment and per- <br /> <br />sonnel to do this type of work and/or whether the City has considered doing this work with <br /> <br />its in-house equipment and personnel, to which City Manager Edmonds responded by citing the <br /> <br />work as being seasonable, i.e., not year-round, and can best be performed, as needed, by <br /> <br />private contractors specializing in tree-trimming around electric distribution lines and <br /> <br />along public rights-of-way. There being no further inquiries or discussion, Mayor Cole <br /> <br />declared this public hearing closed; whereupon motion, duly seconded, and by a vote of <br /> <br />four-to-one (Mayor Cole voting "Nay"), Council appropriated (from Electric Fund surplus) <br /> <br />the additional sum of $25,000.00 ($50,000.00 having already been appropriated in the cur- <br /> <br />rent budget) for this service or the current year's program to meet the expanded need <br /> <br />therefor, as previously outlined by Mr. Edmonds. <br /> <br />By means of the following resolution unanimously adopted, Council authorized and directed <br /> <br />City Attorney Worthy to apply to the U. S. Justice Department for approval of the proposed <br /> <br />opening of the City Registrar's office on certain forthcoming Saturdays (for voter regis- <br /> <br />tration), as specified in said resolution: <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session held this fourteenth day of February, 1984, that the City <br />Attorney be--and he hereby is--authorized and directed to apply to the <br />United States Department of Justice for approval of a voting change <br />
