<br />)'-'0 <br />. , <br /> <br />FEBRUARY 14, 1984 <br /> <br />TUESDAY <br /> <br />-- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, February 14, 1984, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; and <br /> <br />Francis T. West. <br /> <br />After the invocation, and the extending by Mayor Cole ofa cordial welcome to visitors <br /> <br />present, and preceding consideration by Council of the prepared agenda business matters, <br /> <br />Mr. Cole referred to recent events which culminated in the special meeting held by Council <br /> <br />on February 13, 1984, and the resignation submitted by City Manager Don R. Edmonds at said <br /> <br />special meeting. In the executive session at this special meeting, Mayor Cole revealed that, <br /> <br />by a "show of hands", four of the five members of Council (Mrs. Severt and Messrs. Oakes, <br /> <br />Reed, and West) did not want Mr. Edmonds to resign as City Manager; whereas, Mayor Cole took <br /> <br />the position, although he did not "raise his hand" at that time, that--notwithstanding the <br /> <br />expressed majority support of the Council--the decision to resign was solely Mr. Edmonds'. <br /> <br />Further, referring to an allegation that he had publicly stated that Mr. Edmonds' usefulness <br /> <br />as City Manager (of the City of Martinsvil1e) had ended, Mayor Cole asserted that he did not <br /> <br />make such a statement; however, if he did, he apologized. Mayor Cole then referred to a <br /> <br />recent meeting (which he attended as an observer) between administrative personnel of the <br /> <br />City and the Henry County Public Service Authority for the resumption of--or the beginning <br /> <br />of new--negotiations (authorized by Council at its regular meeting held January 24, 1984) <br /> <br />on matters looking toward the long-range sewage treatment needs of the City and Henry County, <br /> <br />and the objections raised to his being in attendance at that meeting, with Mr. Cole indicating <br /> <br />that ".....right or wrong....." on his part, he felt that in so doing he could learn more <br /> <br />about the problems involved and better represent the citizens. In the interest of harmony, <br /> <br />Mayor Cole expressed his willingness to forego attending the next negotiating session. <br />
