<br />268 <br /> <br />MONDAY <br /> <br />FEBRUARY 13, 1984 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, Virginia, <br /> <br />was held Monday, February 13, 1984, in the Council Chamber, City Hall, beginning at <br /> <br />3:00 P.M., for the purpose of discussing personnel matters in executive session. All <br /> <br />members of Council were present, viz., William C. Cole, Jr., Mayor (and Presiding <br /> <br />Officer); L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; and Francis T. West. <br /> <br />After the call to order and a moment of silent prayer and the stating of the purpose of <br /> <br />this special meeting (as cited above), a motion was introduced--and seconded--that <br /> <br />Council convene into an executive session for said purpose, pursuant to Section <br /> <br />2.1-344(a)(1) of the CODE OF VIRGINIA (1950, and as amended). This motion carried <br /> <br />unanimously, by a recorded vote. <br /> <br />Upon reconvening into regular session (following the executive session), City Manager <br /> <br />Edmonds presented the following letter (dated February 13, 1984): <br /> <br />Honorable Mayor and City Council <br />City of Martinsville <br />Martinsville, Virginia <br /> <br />Mrs. Severt and Gentlemen: <br /> <br />:his is to offer to you my resignation as your City ~1anager. <br /> <br />Certain recent events have made it apparent to me that I no longer enjoy <br />the confidence of the Mayor, who ordinarily represents in my mind the <br />majority will of the Council. If, indeed, I have lost the confidence of <br />a majority of the Council, I cannot hope to serve you as a body or our <br />citizens effectively. <br /> <br />If accepted, this resignation will be subject to any terms or conditions <br />of separation that you would consider appropriate. <br /> <br />Sincerely, <br /> <br />Don R.
