<br />24 <br /> <br />TUESDAY <br /> <br />JANUARY 10, 1984 <br /> <br />-- <br /> <br />to perform financial and compliance audits of the City's records for the forthcoming <br /> <br />fiscal years ending June 30, 1984, through June 30, 1986, the firm of James K. Sells, <br /> <br />CPA, elected not to submit a proposal, the firm of Manning, Perkinson, Floyd & Com- <br /> <br />pany submitted a proposal but did not in all respects comply with the request speci- <br /> <br />fications and, therefore, he recommended acceptance of the third bid proposal received, <br /> <br />being that of Ford, Hogg & Cobbe, CPA's, which met all specifications, at a fee not to <br /> <br />exceed (and less if costs are less than)$15,OOO.00 for the year ending June 30, 1984, <br /> <br />and maximum fees of $17,000.00 and $18,500.00, respectively, for the years ending June 30, <br /> <br />1985 and 1986. Upon motion, duly seconded and unanimously carried, Council accepted the <br /> <br />proposal submitted by Ford, Hogg & Cobbe. <br /> <br />Council accepted for introduction, and for further consideration and/or action at its <br /> <br />forthcoming January 24th meeting, an ordinance--subject to revisions made therein by <br /> <br />Council--presented by Mr. J. Ronnie Minter, Commissioner of the Revenue, which would <br /> <br />amend portions of Article I, Article II, and Article III of the City's Business-Pro- <br /> <br />fessional-Occupational License Tax Ordinance. Some of the proposed amendments are to <br /> <br />reflect a roll-back in rates mandated by the General Assembly whereas another proposed <br /> <br /> <br />amendment would impose a new tax, as permitted, on restaurants and caterers who offer <br /> <br />"liquor by the drink", an issue approved recently by the local electorate in referendum. <br /> <br />Council deferred action on the imposition of this new tax and/or the amounts thereof, <br /> <br />pending receipt of information as to what neighboring Virginia cities are doing or have <br /> <br />done in this regard. <br /> <br />Upon recommendation from City Manager Edmonds, Council approved and adopted certain pro- <br /> <br />posed amendments to the City's employee manual which Mr. Edmonds reported reflect a <br /> <br />variety of changes already in effect as well as the need for clarification of certain <br />
