After <br /> <br />some further discussion of this subject matter by members of Council and some comments <br /> <br />by other citizens present, Council concurred with Councilman West's suggestion that <br /> <br />Council defer action thereon, pending City Manager Edmonds' study of all the data pre- <br /> <br />sented to date as well as his consideration of all the comments and suggestions pre- <br /> <br />sented, after which Mr. Edmonds will present his recommendations for a course of action <br /> <br /> <br />to meet sewage treatment needs. <br /> <br />In response to objections recently registered by a number of citizen-subscribers of <br /> <br />Martinsville Cablevision's ESPN (sports network) channel to the additional charge being <br /> <br />made if such subscribers wish to receive telecasts (via "Season Ticket") of certain <br /> <br />Atlantic Coast Conference basketball games (not otherwise available) during the current <br /> <br />season, Mr. William Anas, Manager of Martinsville Cablevision, appeared before Council <br /> <br />and explained that the television producers or networks involved have determined that <br /> <br />advertising fees are insufficient to allow for "free" presentation of these games through <br /> <br />the ESPN channel and, therefore, the special package offer of "Season Ticket" has been <br /> <br />made available to local basketball fans. Mr. Anas further explained that, should his <br /> <br />firm telecast these games and make no special charge therefor to ESPN channel subscribers, <br /> <br />he would be in violation of not only copyright laws but also Federal Communications Com- <br /> <br />mission regulations. In response to Vice-Mayor Oakes' concern that the "Season Ticket" <br /> <br />package offer appears to be the beginning of "Pay TV" and his suggestion that Martinsville <br /> <br />Cablevision next year either provide free telecasts of the ACC basketball games through <br /> <br />ESPN or choose not to offer the fee-package, Mr. Anas indicated that his firm will not <br /> <br />"carry" telecasts of the games through ESPN next year. <br /> <br />City Manager Edmonds reported that, in response to the City's recent request for proposals <br />
