<br />MONDAY, NOVEMBER 25, 1985 <br /> <br />Council also unanimously adopted the following resolution which requests the Depart- <br /> <br />ment of Corrections of the Commonwealth of Virginia, as recommended by City Manager <br /> <br />Brown, in cooperation with the West Piedmont Planning District Commission, to conduct <br /> <br />a needs assessment of detention facilities for the City, both present and projected, <br /> <br />as well as for other participating jurisdictions within the Twelfth Planning District, <br /> <br />including maximum utilization of existing facilities, possible regionalization, and <br /> <br />cost-effectiveness: <br /> <br />WHEREAS, the City of Martinsville recognizes its responsibility to pro- <br />vide adequate detention facilities; and <br /> <br />WHEREAS, the City of Martinsville is concerned with the ever-increasing <br />demands placed upon its detention facility; and <br /> <br />WHEREAS, the City of Martinsville shares this concern with other member <br />localities within the West Piedmont Planning District; and <br /> <br />WHEREAS, the City of Martinsville is interested in more fully exploring <br />with other interested localities of the District alternatives for im- <br />proving the availability of adequate detention facilities; now, there- <br />fore, <br /> <br />BE IT RESOLVED, that the City Council of the City of Martinsville does <br />hereby request that the Virginia Department of Corrections, in cooper- <br />ation with the West Piedmont Planning District Commission, conduct a <br />needs assessment of the City's and other interested localities within <br />the District's current and future detention needs; and <br /> <br />BE IT FURTHER RESOLVED, that the City Council of the City of Martins- <br />ville urges that the Department of Corrections, in cooperation with the <br />West Piedmont Planning District Commission, pursue such a study taking <br />into full consideration the maximum utilization of existing facilities <br />as well as the issues of regionalization in delineating the most cost- <br />effective means of resolving the City's as well as other interested <br />local government's detention needs for the future. <br /> <br />Upon motion, duly seconded and unanimously carried, Council authorized the selling of <br /> <br />two tracts or parcels of land owned by the City in the City's Industrial Park--one of <br /> <br />3.3226 acres for $49,500.00 and the other of approximately .355 acre for $2,662.00-- <br /> <br />in cooperation with the Martinsville-Henry County Economic Development Corporation to <br /> <br />J & J Southeast Corporation, which owns and operates an industrial facility adjacent <br /> <br />.,.. .. <br /> <br />--;: fi5 <br />l.c <br />
