<br />-; {i r; <br />.A :i:.... <br /> <br />TUESDAY, AUGUST 27, 1985 <br /> <br />--- <br /> <br />prepared to upgrade Smith Lake Road to promote growth, that the Council <br /> <br />recognizes that sidewalks are behind as to need and they will put Forest <br /> <br />Street at the top of the list because of the need, that Mr. Lester is <br /> <br />putting up his own money at risk and we don't have the right to tell him <br /> <br />he can't--that is not the American way--it is not Council's responsibility <br /> <br />- <br /> <br />as to whether he can rent these units for $325 per month, that he was <br /> <br />concerned about the total future of Martinsville and the City's need for <br /> <br />people. Councilman Groden stated he was in favor of sensible growth, but <br /> <br />46 units was not sensible for this area, that he did not want to see this <br /> <br />become a slum area or rent-subsidized project, that the 24 units could be <br /> <br />an asset. Councilman Oakes stated that we had the same situation on <br /> <br />Northside related to apartments, that we want to keep the people and <br /> <br />established neighborhoods that we now have and add to it rather than doing <br /> <br />something that might take away from it, that this is a judgmental <br /> <br />decision, that we need people and housing in Martinsville, but we do not <br /> <br />need to compact apartments into neighborhoods, we need to find a better <br /> <br />solution to our problem on low growth. Vice-Mayor Severt stated we should <br /> <br />upgrade Smith Lake Road then there would be other land made available for <br /> <br />future growth by developers. <br /> <br />In voting on the motion to deny the Special <br /> <br />Use Permit, Groden, Oakes and Severt voted "aye" and Cole and Williams <br /> <br />voted "nay", thus the motion passed three to two to deny the Special Use <br /> <br />Permit. <br /> <br />Upon motion by Councilman Oakes, seconded by Vice-Mayor Severt <br /> <br />and unanimously carried, Council asked the Administration to study the <br /> <br />possibility of placing sidewalks on Forest Street and upgrading Smith Lake <br /> <br />Road and submit recommendations to Council at the next meeting as to costs <br /> <br />and ti ming . <br />
