<br />42 <br /> <br />TUESDAY, AUGUST 27, 1985 <br /> <br />Pursuant to duly-published public notice, Council conducted a public <br /> <br />hearing for the purpose of considering a request by Mike Lester of <br /> <br />Piedmont Construction Corporation for a Special Use Permit to construct 46 <br /> <br />housing units on the west side of Smith Lake Road near Forest Street. <br /> <br />Mayor Cole noted that Mr. Lester's initial request had been for 56 <br /> <br />apartment units and when the Planning Commission conducted their public <br /> <br />hearing on July 18, 1985, there were several reasons cited in opposition <br /> <br />to the request, two of which were the poor condition of Smith Lake Road <br /> <br />would cause more traffic on Forest Street and the lack of sidewalks on <br /> <br />Forest Street created a hazard to those who had to walk in the street, <br /> <br />thus the Commission had postponed their decision. <br /> <br />On August 6, 1985, the <br /> <br />Planning Commission considered Mr. Lester's revised request and site plan <br /> <br />for the construction of 46 units, and as a result were recommending to <br /> <br />Council that this Special Use Permit be granted subject to certain <br /> <br />conditions. <br /> <br />Mayor Cole then requested City Manager George Brown to <br /> <br />address these two problems. City Manager Brown noted that the streets in <br /> <br />the City are reviewed annually for upgrading and improving. The City has <br /> <br />a 7-Year Street and Sidewalk Improvement Program (we are now in the 3rd <br /> <br />year of the program) and Forest Street, from Starling Avenue to New Dale <br /> <br />Street, is scheduled for FY88-89 for sidewalk construction. If these <br /> <br />apartments are constructed there will be a need to do improvements to <br /> <br />Smith Lake Road and construct sidewalks on Forest Street in the near <br /> <br />future. The City will be receiving more General Revenue Sharing funds <br /> <br />this year than anticipated at budget time, and these funds could be used <br />
