<br />TUESDAY, JULY 23, 1985 <br /> <br />- <br /> <br />In consideration of a report and recommendations from City Manager George <br /> <br />W. Brown regarding the operation of the City's Prison Farm it was noted <br /> <br />that the Farm provides financial advantages to the City through the use of <br /> <br />low-cost prison labor, at the same time providing the prisoners an <br /> <br />opportunity to acquire useful work-related experience. <br /> <br />At one time the <br /> <br />State reimbursed the City for actual costs related to the care and keep of <br /> <br />State-offense prisoners, but not they use a per diem rate that is not <br /> <br />adequate to cover these costs, thus the benefit of labor from the <br /> <br />prisoners helps to defray this cost. Motion was made by Councilman <br /> <br />Groden, seconded by Councilman Williams and unanimously carried to accept <br /> <br />the recommendations, as follows: <br /> <br />1. Continue operating the Prison Farm because of its overall <br />advantages to the City and surrounding jurisdictions. <br />2. Re-establish a Prison Farm Fund which would reflect all <br />revenue and expenditures associated with the Prison Farm <br />operations. <br />3. Establish a realistic value of prison labor used in <br />connection with various agency and departmental functions, <br />and credit the Farm with revenue derived from this source <br />(suggested rate of $3. 35--Federal minimum wage rate). <br />4. Continue discussions with State officials and our <br />Legislators in an effort to increase the rate of <br />reimbursement from the State for the care and keep of <br />State-offense prisoners to a level equal to the cost of <br />providing for such prisoners. <br /> <br />City Manager Brown reported that the initial Housing Rehabilitation <br /> <br />Program (Small Cities <br /> <br />Community Development Block Grant) had been <br /> <br />completed. This grant involved $600,000. <br /> <br />The Staff was commended for <br /> <br />doing a good job with this project. <br /> <br />r- <br /> <br />129 <br />
