<br />111 <br /> <br />TUESDAY, JUNE 11, 1985 <br /> <br />- <br /> <br />- <br /> <br />Mayor Cole gave the citizens another opportunity to speak, but there were <br /> <br />no further comments. Motion was made by Councilman Williams, seconded by <br /> <br />Councilman Groden to accept the Planning Commission's recommendations in <br /> <br />granting this request for a Special Use Permit. Councilman Oakes made a <br /> <br />substitute motion to grant a Special Use Permit for 24 units instead of <br /> <br />the 63-units as requested. For lack of a second, this motion died. The <br /> <br />first motion was voted on with three members voting "yes" (Groden, Cole, <br /> <br />and Williams), one voting "no" (Oakes), and one "abstaining" (Severt), <br /> <br />thus the request was granted. <br /> <br />Upon motion by Vice-Mayor Severt, seconded by Councilman Oakes, and <br /> <br />unanimously carried, Council authorized the City Manager to execute a <br /> <br />contract for $5,000 with Prillaman & Pace of Martinsville for Division II <br /> <br />work (stream channel excavation) at the City's Hydroelectric Plant on <br /> <br />Smith River, and reject the bid for Division I work (silt removal) at this <br /> <br />time because it would not be cost effective. <br /> <br />Upon motion by Councilman Oakes, seconded by Councilman Groden, and <br /> <br />- <br /> <br />unanimously carried, <br /> <br />Council recommended favorable comments on the <br /> <br />following West Piedmont Planning District Commission's Clearinghouse <br /> <br />matters: Applications by the Henry County Board of Supervisors for a <br /> <br />Community Development Block Grant application for $700,000 to construct <br /> <br />water facilities in the Carver area of Henry County and the Central <br /> <br />Piedmont Employment Consortium to the Department of Labor for $119,552 for <br /> <br />use in connection with the Veteran's Employment Enhancement Program. <br />
