<br />~ - <br /> <br />101 <br /> <br />TUESDAY, MAY 28, 1985 <br /> <br />Sec. 4.3 Refunds <br /> <br />Deposits and earned interest will ordinarily be refunded after <br />the customer has maintained satisfactory payment practices for <br />twelve (12) consecutive months. A customer with more than two <br />(2) late payments in the preceding twelve (12) months is deemed <br />to have an UNSATISFACTORY payment record. Should the customer <br />terminate service prior to refund of a deposit, the City will <br />have a reasonable time to read the meter and determine that all <br />obligations of the customer have been met before returning the <br />deposit. At the customer's request, the deposit and earned <br />interest may be applied as partial or full payment of a final <br />bill. <br /> <br />A customer with a good payment record may qualify for a partial <br />refund of a deposit, upon request, if his/her experience is <br />considerably less than the previous tenant's for a period of four <br />months. <br /> <br />Upon motion by Councilman Oakes, seconded by Councilman Groden and <br /> <br />unanimously carried, Council approved amendments to the By-Laws of the <br /> <br />Martinsville <br /> <br />Transportation <br /> <br />Safety <br /> <br />Commission <br /> <br />to <br /> <br />provide <br /> <br />for <br /> <br />representation on the Commission by members of the student body at <br /> <br />Martinsville High School. <br /> <br />There was some question as to whether the <br /> <br />number for a quorum should be changed but the Commission asked that it <br /> <br />remain the same since the students would only be present during the school <br /> <br />year. <br /> <br />Thus, the changes were authorized for SectionB 2.1 and 3.1. <br /> <br />Council requested that a list of names of students be submitted for their <br /> <br />consideration at the appropriate time of appointment. <br /> <br />Upon motion by Councilman Oakes, seconded by Councilman Groden and <br /> <br />unanimously carried, Council authorized City Manager George W. Brown to <br /> <br />execute on behalf of the City an agreement between the City and the <br /> <br />Commonwealth of Virginia related to the Mulberry Road Project, from West <br />
