<br />90 <br /> <br />TUESDAY <br /> <br />MAY 14, 1985 <br /> <br />The regular semi-monthly meeting of the Council of the City of <br /> <br />Martinsville, Virginia, with Vice-Mayor Eliza H. Severt presiding, <br /> <br />was held Tuesday, May 14, 1985, in the Council Chamber, City Hall, <br /> <br />beginning at 7:30 P.M., all members being present, with the exception <br /> <br />of Mayor William C. Cole, Jr., (who was away from the City), as <br /> <br />follows: Eliza H. Severt, Vice-Mayor; Alfred T. Groden; L. D. Oakes; <br /> <br />and Clyde L. Williams. <br /> <br />Vice-Mayor Severt expressed the Council's concern for Mr. W. Holliday <br /> <br />Yeaman, Clerk of Council, who was in the hospital after suffering a <br /> <br />heart attack on Sunday evening. <br /> <br />A moment of silent prayer for Mr. <br /> <br />Yeaman's return to good health was held. <br /> <br />After the invocation and Vice-Mayor Severt's cordial welcome to <br /> <br />visitors present, Council unanimously approved the minutes of special <br /> <br />and/or regular meetings held April 15, April 16, April 23, and April <br /> <br />29, 1985, with one correction in the April 29 minutes on page 88, as <br /> <br />underlined below: <br /> <br />"Councilman Groden then introduced a motion that the <br />recommended 1985-86 City Budget, as hereinbefore amended, be <br />further amended--and then accepted, subject to some possible <br />minor modifications and subject to the required public <br />hearing and Council's adoption--to provide that, instead of <br />the sum of $1,750,000.00 proposed to be transferred from the <br />Electric Fund to the General Fund in 1985-86, only the <br />estimated 1985-86 Electric Fund "profit" (of $686,603.00 <br />$1,186,603.00) be so transferred, by which motion, if <br />seconded and adopted, there would not be a continuation of <br />the practice instituted in 1984-85 of "bleeding" Electric <br />Fund surplus to the advantage of the General Fund, with Mr. <br />Groden insisting that the General Fund should, in effect, <br />operate without Electric Fund profits. ..... <br /> <br />There being no business from the floor, Vice-Mayor Severt proceeded <br /> <br />with the prepared agenda. <br />
