<br />78 <br /> <br />TUESDAY <br /> <br />APRIL 16, 1985 <br /> <br />For personnel of the City's various constitutional offices (excluding those of the <br /> <br />City Circuit Court Clerk's office), Council was informed that their salaries and/or <br /> <br />pay scales are established by the State Compensation Board and/or other State agencies <br /> <br />and, for 1985-86, increases range from 10% to 15.9%. It was noted, too, that the City <br /> <br />Sheriff's budget reflects the cost of adding one new car to the Sheriff's present <br /> <br />four-car fleet, for which Sheriff Gilley explained a need; however, members of Council <br /> <br />strongly suggested that this item be eliminiated for 1985-86 as well as requested that <br /> <br />the Sheriff, with City Manager Brown, develop and present additional information for <br /> <br />Council pertaining to vehicle needs and usages. <br /> <br />Commissioner of the Revenue J. Ronnie Minter pointed out that his 1985-86 budget <br /> <br />request includes funds for the salary of a Chief Deputy, a position for which Mr. <br /> <br />Minter has been seeking the State Compensation Board's approval for the last several <br /> <br />years, which approval would allow Mr. Minter to eliminate the current position of <br /> <br />Assistant Real Estate Appraisor funded 100% by the City. Council requested that Mr. <br /> <br />Minter provide Council with a job description for the position of Chief Deputy and, <br /> <br />also, inquired as to what role Council might assume toward obtaining the Compensation <br /> <br />Board's approval (and funding) for such a position. <br /> <br />Council was informed that the Blue Ridge Regional Library's 1985-86 budget request, <br /> <br />which initially provided for a 5% increase--paralleling that proposed by City Mana- <br /> <br />ger Brown for City employees under his jurisdiction--for Library personnel, has sub- <br /> <br />sequently been amended (but not included in the prepared City budget) to provide for <br /> <br />a 6% increase and, more recently, by action of the Library Board, has been further <br /> <br />amended to provide for a 9% increase (at an additional cost of $4,500.00 in the <br /> <br />City's share of the Library Budget) to parallel a 9% increase reportedly scheduled <br /> <br />for Henry County employees. Members of Council expressed some "problem" with this <br /> <br />approach, inasmuch as Library personnel heretofore have generally been granted the <br />
