7;3 TUESDAY APRIL 16, 1985 A special and duly-called meeting of the Council of the City of Martinsville, Virginia, - with Mayor William C. Cole, Jr., presiding, was held Tuesday, April 16, 1985, in the Council Chamber, City Hall, beginning at 2:00 P.M., for the purpose of continuing its study of City Manager Brown's recommended 1985-86 City Budget, particularly those sec- tions of the budget consisting of requests by various agencies and the constitutional officers not directly under the City Manager's jurisdiction. All members were present. Appearing before Council were the following representatives of the following agencies and/or offices: 1. West Piedmont Planning District Commission, Mr. Mark R. Henne, Executive Director 2. Piedmont Regional Community Services Board ("Chapter 10 Board"), Mr. Ottis Birge, Executive Director; 3. Piedmont Seniors of Virginia, Inc., Ms. Faye Garrett; 4. Juvenile & Domestic Court (Probation), Mr. Jan Reed, Director of Court Services; 5. The Anchor Houses, Mr. Curtis Nolan, Administrator; 6. The City's Department of Social Services, Mrs. Pat Conrad, Director; 7. The Henry-Martinsville Health Department, Dr. Elizabeth Roycroft, Director, and Mr. Earl Jones, Administrative Manager; 8. John W. Bouldin, Jr., City Treasurer 9. J. Ronnie Minter, Commissioner of Revenue; 10. Maynard H. Gilley, City Sheriff; 11. The Office of the City Circuit Court Clerk, Ms. Audie Hall, Deputy Clerk; 12. Piedmont Emergency Medical Services, Mr. Kippy James Cassell, Field Coordinator; 13. Patrick Henry Community College, Dr. Max F. Wingett, President, accompanied by Mr. Rieves S. Hodnett, former Mayor and Chairman of the College Budget Committee; 14. VPI Extension Service, Mr. Harry M. Little, Unit Director of the Henry County Extension Service;
