<br />74 <br /> <br />MONDAY <br /> <br />APRIL 15, 1985 <br /> <br />7. A pay-plan study which City Manager Brown reported <br />is currently underway; <br /> <br />8. Funds proposed to be expended for Electric Depart- <br />ment engineering services and hydro-plant repairs; <br /> <br />9. The City's Prison Farm operation and an on-going <br />appeal for a more equitable reimbursement from the <br />Commonwealth of Virginia towards the care and <br />housing of prisoners at the Prison Farm; <br /> <br />10. The costs (reflecting decreases) of Workman's Com- <br />pensation insurance and unemployment insurance; <br /> <br />11. Improvements to and replacement of lighting (in <br />certain areas of City Hall) and the sound ampli- <br />fying system in Council Chamber; and <br /> <br />12. Various other items within the proposed budget. <br /> <br />As a result of discussions by members of Council of the proposed budget, City Manager <br /> <br />Brown was requested to develop a five-year plan for the purchase-replacement of <br /> <br />motorized vehicles and, too, to prepare for Council a comprehensive report on the <br /> <br />City's Prison Farm and its operations. Mayor Cole also referred to an "audit format" <br /> <br />as well as suggested that next year the usages of surpluses be delineated. <br /> <br />In conclusion, members of Council, both individually and collectively, commended City <br /> <br />Manager Brown and his staff on the manner in which the proposed 1985-86 City Budget <br /> <br />was prepared and presented. <br /> <br />Because of the inability of representatives of the City School Board to be present for <br /> <br />the budget work-session scheduled with the School Board on Tuesday, April 16, 1985, at <br /> <br />2:00 P.M., Council agreed to continue its study of other facets of the proposed bud- <br /> <br />get on that date, particularly with representatives of various service agencies on <br /> <br />their requests for financial support from the City. <br /> <br />Mayor Cole then declared this meeting adjourned. <br /> <br /> <br />of Council <br />
