<br />'3. <br /> <br />MONDAY <br /> <br />APRIL 15, 1985 <br /> <br />Pursuant to action taken by Martinsville City Council in regular meeting held April 9, <br /> <br />- <br /> <br />1985, a special and duly-called meeting of the Council was held Monday, April 15, 1985, <br /> <br />in the Council Chamber, City Hall, beginning at 2:00 P.M., for the purpose of consid- <br /> <br />ering certain sections of City Manager George W. Brown's recommended 1985-86 City Bud- <br /> <br />get. All members of Council were present, as follows: William C. Cole, Jr., Mayor; <br /> <br />Eliza H. Severt, Vice-Mayor; Alfred T. Groden; L. D. Oakes; and Clyde L. Williams. <br /> <br />Also present, in addition to City Manager Brown, were the following department heads <br /> <br />and associates: <br /> <br />Richard D. Fitts, Director of Finance <br />Leon E. Towarnicki, Director of Public Works <br />James W. Hopkins, Assistant Director of Public Works <br />John H. Dyches, Director of Water Resources <br />Robert I. Corekin, Director, Electric Department <br />Terry L. Roop, Chief of Police <br />John Lloyd Gregory, Fire Chief <br />Herbert O. Hughes, Director, Recreation Department <br />George L. Luke, Purchasing Agent <br /> <br />Sections of the recommended budget reviewed and discussed were those under the direct <br /> <br />jurisdiction of City Manager Brown, with comments and inquiries by members of Council <br /> <br />being directed especially to the following phases and/or facets thereof: <br /> <br />1. The proposed transfer from the Electric Fund to the General <br />Fund of $1,750,000.00 (being the same as authorized in <br />1984-85), with several members of Council suggesting that <br />the proposed transfer be reduced and, thereby, provide more <br />funds for a capital expenditure reserve within the Electric <br />Fund; <br /> <br />2. Anticipated income from the City's share of the Virginia <br />Sales Tax; <br /> <br />3. Motor vehicles and equipment proposed to be purchased; <br /> <br />4. The status of Federal Revenue-Sharing monies; <br /> <br />5. The adverse effect of an anticipated increase in the cost <br />of electric energy purchased from Appalachian Power Com- <br />pany, probably to become effective in 1986-87; <br /> <br />6. Overtime compensation for Policemen and Firemen, in light <br />of a recent Federal ruling; <br />
