<br />lC <br />~O <br /> <br />TUESDAY <br /> <br />FEBRUARY 26, 1985 <br /> <br />in order that usage (perhaps not otherwise possible) might be made of certain vacant <br /> <br />lots and more affordable housing might be made available. While expressing support <br /> <br />of the proposed amendments, Mr. Mike Lester, a local building contractor, suggested <br /> <br />that provisions be made whereby such two-unit apartment structures might be con- <br /> <br />structed (such as in townhouse-type structures) to allow for sales of individual <br /> <br />units and/or separate ownership. Council referred Mr. Lester (and his suggestion) <br /> <br />to the City administration and, perhaps, to the Planning Commission for study and <br /> <br />report. Meanwhile, City Manager Brown explained the effect of the proposed amend- <br /> <br />ments by comparing proposed parking-and-lot-size requirements with current require- <br /> <br />ments. There being no other persons desiring to speak to this matter, Mayor Cole <br /> <br />declared the public hearing closed; whereupon motion, duly seconded and unanimously <br /> <br />carried, Council adopted said recommended amendments in the form of the following <br /> <br />ordinance: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this twenty-sixth day of February, 1985, <br />that the Zoning Ordinance of the City of Martinsville, Virginia, be-- <br />and is hereby--amended, as follows: <br /> <br />(1) Amend Section V, District Use Regulations, Sub-Section D-6, to <br />read: <br /> <br />"Two-unit apartments subject only to the same requirements as a <br />single family residence, except for parking requirements." <br /> <br />(2) Amend Section VI, Dimension Regulations, Sub-Section A-2 to <br />read: <br /> <br />"Minimum additional dimensions required in the following dis- <br />tricts, for each dwelling unit in excess of one (1), with the <br />minimum dimensions in Sub-Paragraph 1 above to apply for one <br />(1) unit with the exception that for two-unit apartments in <br />the R-16 and R-9 Districts, the additional lot area and lot <br />width requirements shall not apply." <br /> <br />(3) Amend Section IX, Off-Street Parking and Loading Space, Sub- <br />Section B-1, to read: <br /> <br />"Residences, two (2) spaces for each single family residence in <br />all districts. Two-unit apartments, four (4) spaces, two (2) <br />for each unit and may consist of a single driveway on each side, <br />per unit, with a minimum size of ten (10) feet by forty (40) <br />feet. Multi-family, one and one-half (1.5) spaces for each unit <br />in the RP-1, C1-A, C-2, C-3, and M-1 Districts." <br />
