<br />40' <br /> <br />FEBRUARY 12, 1985 <br /> <br />TUESDAY <br /> <br />Council unanimously approved an application the ANCHOR Group Home Commision proposed to file <br /> <br />with the Virginia Department of Criminal Justice Services for a federal grant to finance the <br /> <br />applicant's Detention Outreach Program for fiscal 1985-86. <br /> <br />Council also unanimously approved, for inclusion in the City's 1985-86 budget, a request sub- <br /> <br />mitted by The Piedmont Seniors of Virginia, Inc., both by letter and documentation and by <br /> <br />Mr. William P. Heath, Jr., PSOV Board Member, said request being for a local-match sum of <br /> <br />$5,500.00 to be used toward replacement of a vehicle or vehicles (bus or busses) in conjun- <br /> <br />tion with funding by the Urban Mass Transportation Association (UMTA). <br /> <br />Upon recommendation by the City Administration, Council unanimously directed the waiving of <br /> <br />penalties and interest accrued on delinquent taxes assessed for 1970 against Rosa Lee Hylton <br /> <br />on property at 117 Beaver Street, from whose heirs Mr. John E. Hairston, Sr., and Mrs. Frances <br /> <br />D. Hairston purchased said property in May of 1970. The record reflects the fact that taxes <br /> <br />for the first four months of 1970, in the name of the former owner, have been paid and that <br /> <br />not until December 20, 1984, when notified by the City's Treasurer's office, were the present <br /> <br />owners aware of the fact that taxes for the proportionate part of the year 1970, on which <br /> <br />penalties and interest have accrued, remained unpaid. The record further reflects that the <br /> <br />circumstances in this case conform with the Council's established criteria under which pen- <br /> <br />alties and interest on delinquent taxes may be waived. Council's waiving of said penalties <br /> <br />and interest in this case (in the approximate sum of $33.00) was contingent upon the pay- <br /> <br />ment of the delinquent taxes of approximately $21.00 on or before February 28, 1985. <br /> <br />The CBD Commission, through City Manager Brown, Advisor, reported that it now recommends <br /> <br />termination of the downtown shuttle-bus project or service which was authorized by Council on <br /> <br />August 28, 1985, on an experimental basis for a five-month period under the sponsorship and <br /> <br />with the underwriting of the cost thereof by Jefferson Plaza owned by Mr. William F. Franck <br /> <br />(Chairman of the Board of Tultex Corporation). In so recommending said termination, the <br />
