<br />38 <br /> <br />TUESDAY, DECEMBER 9, 1986 <br /> <br />financing arrangement available, which requires 20% "down" and the remainder of <br /> <br />$322,704.00 payable over a five-year period (with right of anticipation) at an <br /> <br />interest rate of 7.1%, which would constitute a lease-purchase arrangement. Upon <br /> <br />motion, duly seconded, Council unanimously authorized the acceptance of the Grumman <br /> <br />Company's bid proposal as well as its financing proposal (through a lease-purchase <br /> <br />agreement). <br /> <br />Under date of December 8, 1986, Mayor Oakes presented the following report on the <br /> <br />1986 Annual Conference of the National League of Cities, San Antonio, Texas, which <br /> <br />was attended by Mayor Oakes: <br /> <br />I attended the National League of Cities (NLC) Annual Conference November <br />29-December 3--representing the VML Executive Committee and the City of <br />Martinsville. I thought this was a very beneficial conference with many <br />good workshops. Following are some of my observations: <br /> <br />1. New York Mayor Ed Koch spoke on "Declaring War" on drug abuse. He <br />felt this was one of the American cities major problems. The NLC <br />voted to make drug abuse a top priority and to seek more Federal <br />money for this from Congress. I also suggest that the City <br />re-evaluate its drug program and put more effort into it. Should we <br />look at drug testing of our employees? <br /> <br />2. NLC President Henry Cisneros layed out the top NLC program and <br />priorities for 1987: <br /> <br />a. Close follow-up on tax reform legislation. We need to make sure <br />cities don't lose more revenue--especially the ability to sell <br />tax free bonds. <br /> <br />b. Revenue sharing--Can we revive it? <br /> <br />c. Drug education and enforcement. <br /> <br />d. Welfare reform. <br /> <br />These are the major items the NLC will be working on. <br /> <br />I attended several workshops: <br /> <br />1. Partnerships - Since Federal and State funding has been reduced this <br />was a major topic of discussion. It was emphasized that to continue <br />downtown development we need to work with the private sector to <br />develop joint projects. <br /> <br />a. Motel/Hotel - New Bern, N. C., owns part of a new Sheraton. <br /> <br />b. San Antonio owns land and leases to hotels and private sector. <br />
