<br />32 <br /> <br />TUESDAY, NOVEMBER 25, 1986 <br /> <br />counsel) should be soon receiving the necessary Certificate of Need from the Common- <br /> <br />wealth of Virginia to permit the project to proceed. <br /> <br />City Manager Brown reported that, in response to Council's resolution of request, <br /> <br />the Virginia Department of Corrections (in cooperation with the West Piedmont Plan- <br /> <br />ning District Commission) has conducted a needs assessment of local jail facilities <br /> <br />within the Planning District, the results of which indicate that the construction of <br /> <br />a Regional Jail Facility can not be justified at this time. The findings also <br /> <br />pointed to some deficiencies in existing facilities, being bed deficiencies in the <br /> <br />Henry County/City of Martinsville facilities, which will be studied by Mr. Brown and <br /> <br /> <br />Henry County Administrator Lee Lintecum for report on to the respective governing <br /> <br />bodies. <br /> <br />Council expressed favorable interest, but without commitment, in a proposal from Mr. <br /> <br />Dennis R. Bastien, President and Owner of the Winston-Salem, (N.C.) "Spirits" Base- <br /> <br />ball Team, to bring to Martinsville an Appalachian League (professional) baseball <br /> <br />franchise. <br /> <br />Council unanimously cancelled its regular semi-monthly meeting scheduled for <br /> <br />Tuesday, December 23, 1986, indicating that, if necessary, a special meeting can be <br /> <br />convened to consider business matters which might require urgent attention. <br /> <br />Council acknowledged comments from both Councilman Cole and Councilman Groden con- <br /> <br />cerning traffic hazards along the recently-completed Mulberry Extension Roadway <br /> <br />along which temporary lighting has been installed but is yet without traffic <br /> <br />signals. Some of these hazards, pointed out by a number of citizens to Mr. Cole, <br /> <br />pertain to the design of the roadway, excessive speeding by motorists, and sight <br /> <br />distances. <br />
