<br />2.B <br /> <br />TUESDAY, NOVEMBER 25, 1986 <br /> <br />Also appearing before Council and supporting the petitioners and commenting, as <br /> <br />follows, were: <br /> <br />1. Mrs. Eliza H. (James W.) Severt, 1101 Corn Tassel Trail, former member <br />of City Council and former Vice-Mayor, who--while a member of <br />Council--supported the belt-way street concept, such as the Mulberry <br />Extension Roadway proj~ct, but did not envision continuing the name <br />"Mulberry Road" beyond Starling Avenue because of the abrupt change in <br />character from Starling Avenue westward and northwestward, with Mrs. <br />Severt further noting that rezoning changes have usually come about <br />along other streets at the request of property owners, whereas no one <br />residing on Mulberry Road has asked for any rezoning changes; and <br /> <br />2. Mr. James W. Severt, 1101 Corn Tassel Trail, who assured Council that <br />many property owners, who do not live or own property on Mulberry <br />Road, are suppportive of the petition and would have signed the <br />petition had they been asked to do so. <br /> <br />After some discussion, Councilman Groden introduced a motion, duly seconded, that, <br /> <br />in effect, the section always known as Mulberry Road, extending eastward or south- <br /> <br />eastward to Forest Park Country Club, continue to be designated as "Mulberry Road", <br /> <br />and the section westward and northwestward from Starling Avenue to Commonwealth <br /> <br />Boulevard be named "Market Street". At this point, Mr. Bruce C. Dallas, of 211 <br /> <br />Massey Street, requested that Council name the new section of the roadway "Dr. D. O. <br /> <br />Baldwin Boulevard", in honor of the late long-time physician and citizen of <br /> <br />Martinsville. After further discussion, Mr. Groden withdrew the second part of the <br /> <br />foregoing motion, whereupon Council unanimously determined that the name "Mulberry <br /> <br />Road" shall continue in force for that section extending eastward and southeastward <br /> <br />from Starling Avenue. A second motion, duly seconded and unanimously carried, <br /> <br />directed that the City Administration study and consider names, other than Mulberry <br /> <br />Road, for that section extending westward from Starling Avenue to Commonwealth <br /> <br />Boulevard, including Market Street. Even so, Mr. Dallas insisted that Council <br /> <br />immediately name that entire section "Dr. D. O. Baldwin Boulevard" inasmuch as, Mr. <br /> <br />Dallas claimed, Council had rejected the Planning Commission's recommendation and, <br /> <br />therefore, did not need to refer this to anyone (i.e., the Planning Commission, <br /> <br />according to Mr. Dallas). In so doing, Mr. Dallas expressed no objection to leaving <br /> <br />the original Mulberry Road so named. In response to Councilman Groden's query, Mr. <br /> <br />Dallas indicated that there is no intent on his part to inject "racism" in this <br />
