<br />2g <br /> <br />TUESDAY, NOVEMBER 11, 1986 <br /> <br />$4,500,000.00, that Council forego for two years "laying aside" funds therefor and, <br /> <br />instead, appropriate $250,000.00 in each of the City's next two fiscal years to <br /> <br />complete the acquisition cost of the system. Mr. Brown reported, further, that a <br /> <br />number of cities operating their own electric systems (such as Danville, Virginia; <br /> <br />Radford, Virginia; Salem, Virginia; and cities in both North Carolina and South <br /> <br />Carolina) have already installed--or are in the process of installing--"SCADA" sys- <br /> <br />tems. Upon motion, duly seconded and unanimously carried, and subject to conducting <br /> <br />a required public hearing to amend the City's budget, Council appropriated the sum <br /> <br />of $51,000.00 as requested. <br /> <br />City Manager Brown informed Council that the City has received from the Commonwealth <br /> <br />of Virginia's Department of Health a refund of $15,120.19 against the local Health <br /> <br />Department's 1985-86 budget and expenses. <br /> <br />Referring to Council's adoption at its regular meeting held October 28, 1986, of a <br /> <br />resolution proposed by the City School Board and as revised by Council, in effect <br /> <br />"protesting" the reduction by the State in its funding of certain mandated programs <br /> <br />within the City's School System, which adopting motion carried by a vote of four-to- <br /> <br />one (Councilman McClain voting "nay" not against a "protesting" motion but against <br /> <br />what he described as inaccuracies in the adopted resolution), Councilman Cole re- <br /> <br />ferred to Mr. McClain's subsequent letter and resolution draft addressed to the <br /> <br />Clerk of Council which Mr. McClain requested be included as an addendum to the <br /> <br />minutes of Council's October 28th meeting, without all members of Council being <br /> <br />notified, as well as Mr. McClain's appearance in connection with this matter before <br /> <br />the City School Board at its meeting held November 10, 1986. In response, acknow- <br /> <br />ledging that all members (Mayor Oakes was informed thereof, along with City Manager <br /> <br />Brown and School Superintendent Calkins) should have been advised, Councilman <br /> <br />McClain pointed out that his sole purpose was to make a matter of record the reasons <br /> <br />for his "dissenting" vote, which reasons were not fully available in a prepared <br />
