<br />(liS <br /> <br />TUESDAY, NOVEMBER 11, 1986 <br /> <br />Also, pursuant to duly-published notice, Council conducted a public hearing on a <br /> <br />proposal (recommended for Council's approval by the Planning Commission) that the <br /> <br />minimum width of 18 feet specified under sub-paragraph 1, a, (8)(h) of sub-section C <br /> <br />of Section VIII of the City's Zoning Ordinance be reduced to 14 feet. Mr. George B. <br /> <br />Adams, Jr., a member of the Martinsville Planning Commission, informed Council (by <br /> <br />letter and in person) that he opposes the proposed change in that it would apply to <br /> <br />all three of the City's residentially-zoned areas, although he supports the proposed <br /> <br />.- <br /> <br />change if limited to the R-6 areas. Mr. Adams, meanwhile, urged that Council <br /> <br />request the Planning Commission's preparation of .......differentiated revisions for <br /> <br />R-9 and R-16 District Unified Housing Developments." In the discussion that <br /> <br />followed, Council was informed that Mr. Adams' position and concerns had probably <br /> <br />been "touched on" by the Planning Commission but not formally discussed or acted <br /> <br />upon (with the Commission having voted 6-to-1 to recommend the change for Council's <br /> <br />approval). The discussion also included matters relating to "density" and <br /> <br />"setbacks", which are being considered in the current study of the City's entire <br /> <br />Zoning Ordinance. Meanwhile, supporting the proposed reduction to 14 feet were Mr. <br /> <br />James W. Severt, President and CEO of Nationwide Homes, Inc., and Mr. David W. <br /> <br />Reeves, Architect, in the interest of meeting housing needs without adversely <br /> <br />affecting standards and controls. There being no other persons to be heard on this <br /> <br />matter, Mayor Oakes closed this public hearing; whereupon motion, duly seconded and <br /> <br />unanimously carried, Council accepted the Planning Commission's recommendation by <br /> <br />adopting the following ordinance (No. 86-14) amending said portion of the City's <br /> <br />Zoning Ordinance: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular meeting assembled, that sub-paragraph 1, a, (8)(h) of sub-section C <br />of Section VIII of the Zoning Ordinance of the City of Martinsville be--and <br />is hereby--amended to read as follows: <br /> <br />(h) Minimum lot width (feet) . . . . . . . 14 <br />
