Joining with Council at one point in this Executive Session was <br /> <br />Mr. Maurice Elledge, of Elledge & Associates, Wilkesboro, North Carolina, whose <br /> <br />firm has expressed interest in acquiring property in Martinsville for develop- <br /> <br />ment as a hotel complex, particularly that property consisting of 52,048 square <br /> <br />feet owned by the Martinsville Redevelopment & Housing Authority and abutting <br /> <br />North Bridge Street, West Main Street, and West Church Street. At the conclu- <br /> <br />--- <br /> <br />sion of this Executive Session, Council reconvened into open session and, by <br /> <br />means of a resolution introduced and unanimously adopted, declared the need for <br /> <br />the Martinsville Redevelopment & Housing Authority to function in the City of <br /> <br />Martinsville and, too, determined that the members of City Council shall act as <br /> <br />the Commissioners of the Authority, with Mayor Oakes being the Commissioner <br /> <br />designated as Chairman of the Authority. <br /> <br />The resolution follows: <br /> <br />WHEREAS, Paragraph (38) under Section 2 of Chapter 1 of the Martinsville <br />City Charter provides that members of the Council of the City of Martins- <br />ville, Virginia, during their respective terms of office as councilmen, <br />are authorized and empowered to act as commissioners of the Martinsvi1le <br />Redevelopment and Housing Authority, whenever said Council shall adopt a <br />resolution declaring: <br /> <br />The need for an authority to function in the City of Martinsville, <br />and <br /> <br />The determination that the members of the Council of the City of <br />Martinsville shall act as the commissioners of the said Authority, <br />and <br /> <br />WHEREAS, preceding Councils adopted resolutions which have embodied the <br />foregoing declarations; and <br /> <br />WHEREAS, this Council desires to do the same; <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Martinsville, <br />Virginia, in special session held on November 7, 1986, that there is a <br />need for the Martinsville Redevelopment and Housing Authority to function <br />in the City of Martinsville; and <br /> <br />BE IT FURTHER ORDAINED that this Council has determined that its members <br />shall act as the commissioners of said Authority; and <br />
