Yeam~:;n, Clerk of Council <br />+++++++++++++++++++++++++++++++++++++++++++ <br /> <br />ADDENDUM <br />(Note: The following is a copy of Councilman McClain's letter to the Clerk of Council, <br />as well as Mr. McClain's resolution draft, which he requested be added to these minutes.) <br /> <br />As you know, mine was the sole "nay" on the joint City Council/School Board Resolution to <br />be sent to the Joint Legislative Audit and Review Commission ("JLARC") of the Commonwealth <br />concerning the Commonwealth's funding formula as it applied to the City of Martinsville <br />School Division. At the time of the vote, I stated that I was not opposed to the <br />Resolution but that I believed the Resolution was drafted in an unpersuasive manner and <br />was possibly factually inaccurate in its recitation in the preamble of the situation <br />facing the Martinsville School Division. Had I had the opportunity prior to Council's <br />meeting to draft a substitute Resolution, I would have drafted it along the lines of the <br />attached Resolution. As I believe the preamble of this draft presents the facts which <br />should be considered by JLARC when it considers the problems being faced by the City and <br />the School Division, I would ask that this letter and attached draft Resolution be <br />accepted as an addition to the minutes of the Council meeting of October 28, 1986, as a <br />written expression of the reasons for my negative vote on the subject Resolution and that <br />they be appended to the Resolution as adopted when it is forwarded to JLARC. <br /> <br />_ _ = = = = = =;:: (from Mr. llcClain's letter of 11-05-86) <br />(Note: The following is a copy of Mr. 11cClain's draft resolution) <br /> <br />WHEREAS the General Assembly of the Commonwealth adopted the computational methodology <br />recommended by the Joint Legislative Audit and Review Commission ("JLARC") staff report <br />in its 1986-88 Biennium Budget for the allocation of state educational revenues to the <br />City of Martinsville School Division; and <br />
