Mean- <br /> <br />while, Council concurred with Councilman Cole's request that a safety program <br /> <br />recommended by City Manager Brown in his proposed 1986-87 City Budget, under <br /> <br />the guidance of Mr. Oakley H. Fitzgerald (funds for which were deleted in the <br /> <br />,-",- <br /> <br />adopted 1986-87 City Budget), be placed on the agenda for Council's next <br /> <br />regular meeting (November 11, 1986) for further consideration by Council. <br /> <br />After receiving from City Manager Brown a recommended '~equest for Proposal" to <br /> <br />provide independent auditing services to the City for the City's next three <br /> <br />fiscal years (viz., years ending June 30th, 1987 through 1989), Council <br /> <br />approved said "RFP" and directed that proposals be invited from certified pub- <br /> <br />lic accounting firms located both within the City of Martinsville and outside <br /> <br />the City. <br /> <br />Council also approved a "Request for Proposal" format, presented by City <br /> <br />Manager Brown, by which the City will entertain financing bids to enable the <br /> <br />City to refund (or refinance) its unredeemed General Obligation Water Bonds in <br /> <br />the amount of $1,258.999.60 (principal). As suggested by Mr. Brown, this <br /> <br />matter will be returned to Council for final authorization to proceed, pending <br /> <br />approval of the proposed refunding by the State Commission on Local Debt. <br /> <br />Upon being informed that a public hearing will be conducted on October 30, <br /> <br />1986, by an appropriate agency to determine whether to issue a certificate of <br /> <br />public need for the Dorn-Will Development Corporation's proposed nursing home <br /> <br />project on the former "Salmons" property off East Church Street (see Council <br /> <br />
