<br />107 <br /> <br />TUESDAY, OCTOBER 28, 1986 <br /> <br />surpluses projected at June 30, 1986, in the preparation of the recommended <br /> <br />1986-87 City Budget, along with the effects of said actual surpluses upon the <br /> <br />respective funds and the adopted 1986-87 City Budget. <br /> <br />Council was informed that no action is required of Council in connection with <br /> <br />an agenda item which called for Council's consideration of a West Piedmont <br /> <br />Planning District Commission's Clearinghouse Review of an application for State <br /> <br />- <br /> <br />funds, as applied for by the Blue Ridge Airport Authority, for paving <br /> <br />taxi-ways. <br /> <br />A resolution presented by the City School Board in its special meeting with <br /> <br />Council on October 21, 1986, proposed by the Board to be adopted jointly by the <br /> <br />Council and the Board (and requesting the Joint Legislative & Audit Review <br /> <br />Commission to identify and recommend ways to correct and mitigate the dispro- <br /> <br />portionate burden placed on taxpayers of Martinsville by changes in allocating <br /> <br />state funds for schools for the current biennium) was re-presented to Council <br /> <br />in a revised form designed to overcome some objections to the original draft; <br /> <br />however, Councilman McClain maintained that even the revised draft is not <br /> <br />accurate in that it continues the inference that total state funds for the City <br /> <br />School System will be less in 1986-87 than they have been in prior years when, <br /> <br />actually, funding for 1986-87 will represent some overall increase although for <br /> <br />certain mandated categories the state funding will be some $325,000.00 less <br /> <br />than heretofore provided for these categories. After some discussion of this <br /> <br />matter, from which evolved an addition to the last 'Vhereas" in the proposed <br /> <br />resolution to stress the negative impact upon the quality of education in the <br /> <br />Martinsville public school system, a motion was introduced (and duly seconded) <br /> <br />to adopt the resolution as revised by Council. The motion carried by a vote of <br /> <br />four-to-one (Councilman McClain*voted against the motion to adopt)~ The <br /> <br />- - - - - - - - - - - - - <br />- - - - - - - - - - - - - <br /> <br />----- <br />----- <br /> <br />* Note: See pages 411 and 412 for addendum to these minutes, Geing Councilman <br />McClain's dissenting opinion. <br />
