<br />,-, C! ~ <br />~~O 4 <br /> <br />TUESDAY, OCTOBER 14, 1986 <br /> <br />-, <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, October 14, 1986, <br /> <br />in the Council Chamber, City Hall, beginning at 7:30 P.M. All members were <br /> <br />present, as follows: L. D. Oakes, Mayor; Clyde L. Williams, Vice-Mayor; <br /> <br />William C. Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />- <br /> <br />After the invocation and Mayor Oakes' cordial welcome to visitors present, <br /> <br />Council recognized Mr. George Ellis Oakes, who retired from City service (as a <br /> <br />Senior Correctional Officer at the City Prison Farm) on July 31, 1986, <br /> <br />following some eighteen years of employment at the Prison Farm. Council, <br /> <br />through Mayor Oakes and City Manager Brown, also presented to Mr. Oakes a check <br /> <br />in token of the City's appreciation of his faithful service. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved--as <br /> <br />recorded--the minutes of its regular meeting held September 25, 1986. <br /> <br />Pursuant to duly-published notice, Council conducted a public hearing on Adkins <br /> <br />Construction Company's application for a special-use permit under which, if <br /> <br />issued, applicant would be allowed to construct a 62-unit townhouse complex off <br /> <br />the west side of Spruce Street, south of Corn Tassel Trail, on a site con- <br /> <br />sisting of 10.8 acres of City-owned land which Council has previously declared <br /> <br />"surplus" and, by action taken July 8, 1986, agreed to sell to applicant (or to <br /> <br />Mr. Bill A. Adkins, President of Adkins Construction Company) in acceptance of <br /> <br />applicant's recent bid in the sum of $45,000.00 (see Council minutes of July 8, <br /> <br />1986, page 331, MB No. 25), to which bid was attached a proviso that, in <br /> <br />effect, bidder would purchase the property only if bidder be issued a special- <br /> <br />use permit for the purpose hereinbefore stated.
