<br />r8 <br /> <br />TUESDAY, SEPTEMBER 9, 1986 <br /> <br />BE IT RESOLVED by the City Council of the City of Martinsville, <br />Virginia, in regular session assembled, that the General Assembly of <br />Virginia be encouraged to adopt the findings as to the magnitude of <br />need as presented in the Commission's report and provide equitable <br />funding mechanisms for the six billion dollars to be generated by <br />the Commonwealth over the next ten years for transportation. <br /> <br />BE IT FURTHER RESOLVED by the City Council that if the General <br />Assembly enacts legislation increasing the State sales tax, that <br />twenty-five percent (25%) of the revenue derived from said tax be <br />returned to Virginia's cities, counties, and towns for their general <br />use. <br /> <br />BE IT FURTHER RESOLVED by the City Council that the General Assembly <br />enact legislation that would grant to Virginia's cities the right <br />and option to utilize their urban system construction allocations to <br />implement construction projects within their jurisdictions using <br />Force Account and/or contract methods subject to conformity with <br />design and construction standards of the Virginia Department of <br />Highways and Transportation. <br /> <br />Pursuant to the conditions and requirements of subsection (a)(l) of Section <br /> <br />2.1-344 of the CODE OF VIRGINIA (1950, and as amended), and upon motion, duly <br /> <br />seconded and unanimously carried by a recorded vote, Council convened into an <br /> <br />Executive Session for the purpose of considering nominees for appointment or <br /> <br />reappointment to the City's Industrial Development Authority and (other) per- <br /> <br />sonnel matters. At the conclusion of this Session, Council reconvened into <br /> <br />regular and open session and unanimously reappointed Messrs. Franklin P. Earley <br /> <br />and Larry E.
