r8 TUESDAY, SEPTEMBER 9, 1986 BE IT RESOLVED by the City Council of the City of Martinsville, Virginia, in regular session assembled, that the General Assembly of Virginia be encouraged to adopt the findings as to the magnitude of need as presented in the Commission's report and provide equitable funding mechanisms for the six billion dollars to be generated by the Commonwealth over the next ten years for transportation. BE IT FURTHER RESOLVED by the City Council that if the General Assembly enacts legislation increasing the State sales tax, that twenty-five percent (25%) of the revenue derived from said tax be returned to Virginia's cities, counties, and towns for their general use. BE IT FURTHER RESOLVED by the City Council that the General Assembly enact legislation that would grant to Virginia's cities the right and option to utilize their urban system construction allocations to implement construction projects within their jurisdictions using Force Account and/or contract methods subject to conformity with design and construction standards of the Virginia Department of Highways and Transportation. Pursuant to the conditions and requirements of subsection (a)(l) of Section 2.1-344 of the CODE OF VIRGINIA (1950, and as amended), and upon motion, duly seconded and unanimously carried by a recorded vote, Council convened into an Executive Session for the purpose of considering nominees for appointment or reappointment to the City's Industrial Development Authority and (other) per- sonnel matters. At the conclusion of this Session, Council reconvened into regular and open session and unanimously reappointed Messrs. Franklin P. Earley and Larry E. Farrar to membership on the City's Industrial Development Authority for four-year terms beginning September 27, 1986.
