Brown, City Manager <br /> <br />SUBJECT: Report on Status of Payette Street/Church Street/ <br />Memorial Blvd. Intersection TSM Project; <br />and Beaver Street Improvements <br /> <br />..-. <br /> <br />During the May 23, 1986, meeting of City Council the <br />Martinsville Branch of the Martinsville-Henry County Voters <br />League appeared before Council and expressed concern with the <br />traffic bottleneck at the Fayette Street/Church Street/Memorial <br />Boulevard intersection. During their presentation it was noted <br />that a portion of Beaver Street was one way and an inquiry was <br />made as to whether it would be feasible to permit two-way <br />traffic along this street which would then provide another <br />access to the West End area of the City. <br /> <br />The Council and Voters League were advised that improvements to <br />this intersection were in the Six-Year Plan of the Department of <br />Highways and Transportation and that the preparation of <br />preliminary plans were underway. <br /> <br />I advised the Council that I would submit a status report on <br />this proposed project and on the feasibility of prOviding <br />improvements along Beaver Street to permit two-way traffic <br />within 90 days after the May 27, 1986, meeting. Therefore, I <br />wish to report as follows: <br /> <br />.-. <br /> <br />Pro osed Payette Street/Church Street/Memorial Boulevard Inter- <br />section Project <br /> <br />The Department of Highways and Transportation has completed pre- <br />liminary plans on this project and a field inspection and plan <br />review has been scheduled for September 2, 1986. Representa- <br />tives of the Highway Department and the City will conduct the <br />inspection and review as a step towards finalizing plans. <br />
