<br />56 <br /> <br />TUESDAY, AUGUST 26, 1986 <br /> <br />suggested that City Attorney Worthy's previously-proposed amendment to Section <br /> <br />5-39 be re-presented for Council's review and consideration; whereas Councilman <br /> <br />McClain noted that It is not Council's intention to enact regulations which can <br /> <br />not be enforced or might be a source of embarrassment for local police officers <br /> <br />attempting to enforce compliance with local ordinances. Upon motion, duly <br /> <br />seconded and unanimously carried, Council authorized the donating of certain <br /> <br />animals (held by the City's Dog Warden) to the local SPCA Chapter and, also, <br />accepted for introduction and first reading the proposed amendments to Sections <br />5-37 and 5-55 of the City Code. <br /> <br />Supplementing his June 10th report ......covering the cost of implementation of <br /> <br />the Smith Lake Road improvement project......, City Manager Brown presented--as <br /> <br />requested by Councll--a study report and cost of constructing an access road <br /> <br />from Smith Lake Road to the Souths ide recreation complex (estimated cost being <br /> <br /> <br />$40,110.00); however, because of possible generation of additional traffic and <br /> <br />the relatively high cost of the proposed access road, City Manager Brown recom- <br /> <br />mended that such a project not be undertaken at this time. Council concurred <br /> <br />with this recommendation. <br /> <br />City Manager Brown presented the following report entitled, "Report on Status <br /> <br /> <br />of Fayette Street/Church Street/Memorial Boulevard Intersection TSM (TraffiC <br /> <br /> <br />Systems Management) Project; and Beaver Street Improvements", which report is <br /> <br /> <br />made a part of these minutes as an addendum thereto. In discussing this <br /> <br />report, members of Council while concurring with the findings and recommen- <br /> <br />dations therein, urged that every effort be made to expedite the TSM Project <br /> <br />and that Beaver Street revert to its former two-way status as soon as possible, <br /> <br />with usage of this street to be limited, as proposed by City Manager Brown. <br /> <br />Meanwhile, in response to inquiries from members of City Council regarding <br /> <br />acquisition of necessary right-of-way for a right-turn on the TSM Project and <br />
