6~

TUESDAY, AUGUST 26, 1986

Several members of the Governing Board of the Blue Ridge Regional Library

(viz., Mr. George R. Gautsch, spokesman, Mrs. Frances S. Leavitt, Mr. Hal G.

Prillaman, and Mr. Charles M. Russell, accompanied by Mrs. Betty M. Wooldridge,

Library Director) appeared before Council and informed the Council that,

;>.,
+J4-l
"M 0
U
:>.
;>"+J
,..Cl'M
.,....;
P "M
"M ,..Cl
"M
'0 Ul
Q) P
H 0
H p.,
~ Ul
tJ Q)
P H
o
tJ Q)
..c:
~+J
+J
Ul Ul
Q) "..1
~
O"'Ul
Q)'O
H P
~
Ul4-l

following the forthcoming September 27th opening of enlarged headquarters

(i.e., main Library at 310 East Church Street) of Blue Ridge Regional Library,

said headquarters will no~ be open--as it has been in the past--during evening

hours and on weekends because of staff personnel limitations and/or budgetary

restrictions. In response to a query by Vice-Mayor Williams as to whether,

with its presentation of the foregoing information, the Board 1s seeking

additional financial support from the City and, if so, how much, Mr. Gautsch

indicated that this presentation was not for that purpose although keeping the

~
P4-l
...1 0
co
,....; Q)
UOIl
tJ co
~ Ul
~ .
P Ul
co H
S .. ~
,....; \.0 0
"M CX) ..c:
tJO"\
P ....... 4-l
~ 0
o ~
uO"\ b.()
P
H H .,-1
Q) Q) +J
p,,..Cl +J
S Q)
~ Q) Ul
P +J
o p., Q)
.,-1 Q) ..c:
+J en +J
tJ
Q) '0 Ul
H""'; ",-I
H Q)
o..c: Ul
tJ co
OIl
'OP'O
p",-I H
co +J co
Q) 0
P Q) ~
o S
",-I ;>.,
+J +J H
co C\l C\l
tJ H
",-I,....; ,..Cl
4-1 'M ",-I
",-I tJ H
H P
C\l ~ (l)
,....;o..c:
uU+J

main library open more hours (than now planned) will require more personnel

and, in turn, more money. Reference was made, too, to the 1986-87 budgeted

contributions, both from the City and from the County of Henry, which are some

$29,000.00 and $15,000.00, respectively, less than the respective amounts

requested by the Library Board. And, in response to Councilman McClain's

inquiry as to whether Library personnel salaries have been increased for

1986-87 and, if so, how much (20%?, 25%?), Mrs. Wooldridge, Director, reported

a range increase from 5% ~o 13% (Note: newS media recorded this range as being

from 6% to 16%, with two of the Library's twenty-two employees receiving 16%

each and a few other employees receiving 13% increases). Again, responding to

Councilman Cole's query, Mr. Gautsch reiterated that the Board's appearance

before Council (while the Board is no~ opposed to additional financial support

for 1986-87) was solely ~o inform Council of the impending curtailment of hours

-Ie

the main Library will be open to the public. * Councilman McClain, observing

that the Regional Library is allowed certain amounts of funding and that estab-

lishing of "open" hours for the headquarters is the responsibility of the

Board, asser~ed that the Council should not redirect the Library Board~ At

."'_..>..,_.,',.,~--~---------'-"--".."~._'-.."....- ,
