<br />(i.e., main Library at 310 East Church Street) of Blue Ridge Regional Library,

<br />said headquarters will no~ be open--as it has been in the past--during evening
<br />
<br />hours and on weekends because of staff personnel limitations and/or budgetary
<br />
<br />restrictions. In response to a query by Vice-Mayor Williams as to whether,
<br />
<br />with its presentation of the foregoing information, the Board 1s seeking
<br />
<br />additional financial support from the City and, if so, how much, Mr. Gautsch
<br />
<br />indicated that this presentation was not for that purpose although keeping the
<br />

<br />main library open more hours (than now planned) will require more personnel
<br />
<br />and, in turn, more money. Reference was made, too, to the 1986-87 budgeted
<br />
<br />contributions, both from the City and from the County of Henry, which are some
<br />
<br />$29,000.00 and $15,000.00, respectively, less than the respective amounts
<br />
<br />requested by the Library Board. And, in response to Councilman McClain's
<br />
<br />inquiry as to whether Library personnel salaries have been increased for
<br />
<br />1986-87 and, if so, how much (20%?, 25%?), Mrs. Wooldridge, Director, reported
<br />
<br />a range increase from 5% ~o 13% (Note: newS media recorded this range as being
<br />
<br />from 6% to 16%, with two of the Library's twenty-two employees receiving 16%
<br />
<br />each and a few other employees receiving 13% increases). Again, responding to
<br />
<br />Councilman Cole's query, Mr. Gautsch reiterated that the Board's appearance
<br />
<br />before Council (while the Board is no~ opposed to additional financial support
<br />
<br />for 1986-87) was solely ~o inform Council of the impending curtailment of hours
<br />

<br />the main Library will be open to the public. * Councilman McClain, observing
<br />
<br />that the Regional Library is allowed certain amounts of funding and that estab-
<br />
<br />lishing of "open" hours for the headquarters is the responsibility of the
<br />
<br />Board, asser~ed that the Council should not redirect the Library Board~ At
