Bouldin, Jr., reported to Council that, as a result of <br /> <br />notices recently mailed by the Treasurer to persons owing delinquent taxes to <br /> <br />the City, informing such persons of such delinquent taxes and of the Trea- <br /> <br />surer's broadened authority to collect such taxes by distress, the sum of <br /> <br />(some) $28,000.00 has been collected to date (including eleven parcels "in <br /> <br />full") and that arrangements have been made for collection, by installments, of <br /> <br />- <br /> <br />in excess of $100,000.00. Of the notices forwarded by the Treasurer, fifty-six <br /> <br />persons have not responded and seven such notices were undelivered. Council <br /> <br />commended the Treasurer upon these efforts, which efforts will soon be <br /> <br />augmented through legal actions to be instituted by City Attorney Worthy toward <br /> <br />foreclosure processes. <br /> <br />Council acknowledged receipt of information from the Division of Legislative <br /> <br />Services, Commonwealth of Virginia, pertaining to four questions proposing <br /> <br />changes and/or amendments to the Constitution of Virginia, subject to the <br /> <br />general election to be held November 4, 1986. These questions are as follows: <br /> <br />1. Shall the Constitution of Virginia be amended to allow any <br />registered voter, who has not voted in four years, to continue <br />to be registered (to vote) if he (or she) so requests in writing <br />and still lives at the address listed on registration records? <br /> <br />2. Shall the Constitution of Virginia be amended so that the <br />Virginia Supreme Court may answer questions of state law <br />certified to it by a federal court or the highest appellate <br />court of another state? <br /> <br />3. Shall the Constitution of Virginia be amended so that the State <br />may be given a right to appeal certain preliminary dismissals <br />and exclusions of evidence in felony cases? <br /> <br />4. Shall the Constitution of Virginia he amended to allow <br />government employees, except those who are elected or those who <br />are employed by an elected official, to be appointed assistant <br />voter registrars or officers of election? <br /> <br />-----.--.-~~-~-~-... - ___.__.n..._.n.___________....._ <br /> <br />. --_._-.--'_.._-------"_.__.-._-_._-,._------~- <br />
