" <br />,"') , <br />.. -.~ <br /> <br />TUESDAY, JULY 1, 1986 <br /> <br />--- <br /> <br />Pursuant to the requirements of Section 5 of Chapter 2 of the Charter of the City of <br /> <br />Martinsville, an organizational meeting of the Council of the City of Martinsville <br /> <br />was held Tuesday, July 1, 1986, in the Council Chamber, City Hall, beginning at 9:00 <br /> <br />A.M. All members and members-elect of Council were present, viz., William C. Cole, <br /> <br />Jr., Alfred T. Groden, Allan McClain, L. D. Oakes, and Clyde L. Williams. Presiding <br /> <br />was Mr. Ashby R. Pritchett, Clerk of the Martinsville City Circuit Court, who called <br /> <br />_. <br /> <br />the meeting to order. The invocation was given by The Reverend James E. Baucom, D.D., <br /> <br />Pastor of the First Baptist Church, Martinsville. <br /> <br />Mr. Pritchett administered the oaths of office to Councilmen-elect William C. Cole, <br /> <br />Jr., (incumbent) and Allan McClain who, at a general election held May 6, 1986, were <br /> <br />elected to membership on City Council for four-year terms beginning July 1, 1986. <br /> <br />Councilman Groden then introduced his motion, seconded by Councilman McClain, that <br /> <br />Councilman L. D. Oakes be elected or named Mayor of the City of Martinsville for a <br /> <br />two-year term beginning July 1, 1986. Councilman Williams introduced a motion that <br /> <br />Councilman Cole be elected Mayor for said two-year term; however, Mr. Williams' motion <br /> <br />received no second. There being no other motions, Councilman Oakes was elected Mayor <br /> <br />for said two-year term by a vote of three-one-one (Messrs. Groden, McClain and Oakes <br /> <br />voting in favor of the motion, Mr. Williams against the motion, and Mr. Cole ab- <br /> <br />staining). Mayor Oakes subscribed to the oath of office, administered by Mr. <br /> <br />Pritchett. <br /> <br />Mayor Oakes, presiding, then asked for motions for the position of Vice-Mayor, for a <br /> <br />two-year term beginning July 1, 1986. Upon motion by Councilman McClain, seconded by <br /> <br />Councilman Groden, and there being no other motions introduced, Councilman Williams <br /> <br />was unanimously elected to the position of Vice-Mayor. Mr. Williams subscribed to the <br /> <br />oath of office, administered by Mr. Pritchett. <br />
