<br />, <br />.--" <br /> <br />.,.......,,, <br /> <br />TUESDAY, JUNE 24, 1986 <br /> <br />~ <br /> <br />Having been apprised of the fact that at the recent 18th Annual Meeting of the Virginia <br /> <br />Advisory Council for Transportation Safety the <br /> <br />Martinsville Transportation Safety <br /> <br />Commission was selected for its safety programs as the outstanding such commission in <br /> <br />DMV District II (which includes fifty-two other cities and towns), members of Council-- <br /> <br />individually and collectively--commended the Commission for its excellent work and <br /> <br />achievement. Members of the Commission present for this recognition by Council were <br /> <br />- <br /> <br />Chairman Oakley H. Fitzgerald, Councilman Clyde L. Williams, Mrs. Grace Scott, Mr. <br /> <br />Irving R. McGhee, Mr. Franklin L. Frazier, and Police Chief Terry L. Roop. <br /> <br />City Manager Brown reported that, under the Data Processing ADP account in the adopted <br /> <br />1986-87 City Budget, there is a sum of $30,882.00 which, along with $9,808.00 from <br /> <br />two other line item accounts (maintenance and software), would provide a total available <br /> <br />sum of $40,690.00 which he recommended applying toward the purchase of a larger-capacity <br /> <br />central processor unit (to replace the City's present processor, now deemed of insuffi- <br /> <br />cent capacity to meet ever-increasing demands upon the ADP system), which larger CPU <br /> <br />Mr. Brown recommended be purchased from Wang Laboratories, Inc., at a cost of $50,130.00, <br /> <br />with the remainder of $9,440.00, plus $690.00 maintenance fee, plus interest, to be paid <br /> <br />in July of 1987, for which Mr. Brown stated a duly-adopted resolution, authorizing the <br /> <br />City Manager to enter into a lease-purchase agreement with Wang Laboratories, would be <br /> <br />required. Mr. Brown further proposed that, if the interest rate to be offered by Wang <br /> <br />is considered too high, he be allowed (i.e., authorized) to borrow the remainder of <br /> <br />$10,130.00 from a local bank or from one or more of the City's utility funds. Council- <br /> <br />men Groden and Oakes expressed preferences that said remainder be financed from or by <br /> <br />the City's utility funds, whereas Vice-Mayor Severt expressed her Concern with such a <br /> <br />transaction being recommended "on the heels" of Council's recently-adopted 1986-87 City <br /> <br />Budget which reflects City Manager Brown's reduction by some $67,378.00 from his origi- <br /> <br />nally-recommended $106,000.00 for data processing equipment in 1986-87.
