<br />301 <br /> <br />TUESDAY, MAY 27, 1986 <br /> <br />Pursuant to the requirements of subsection (a)(l) of Section 2.1-344 of the CODE OF <br /> <br />,- <br /> <br />VIRGINIA (1950, and as amended), and upon motion, duly seconded and unanimously carried <br /> <br />by a recorded vote, Council convened into an Executive Session for the purpose of con- <br /> <br />sidering nominees for appointment and/or reappointment to various boards and commissions. <br /> <br />Upon reconvening into regular session, Council made no appointments and/or reappointments <br /> <br />but announced, as publicly stated recently, that the term of Mrs. Catherine R. Stone, as <br /> <br />a member of the City School Board, will end June 30, 1986. <br /> <br />-- <br /> <br />With regard to Council's adoption of the City's 1986-87 Budget and the establishing of <br /> <br />property tax rates for 1986-87, City Attorney David B. Worthy informed Council that <br /> <br />Section 2 of Chapter 3 of the City Charter provides that no ordinance shall be passed on <br /> <br />the same day it is introduced before the Council unless such ordinance shall state that <br /> <br />an emergency exists, in which case all members of Council present (shall) vote in the <br /> <br />affirmative on the question of the emergency. Accordingly, upon motion, duly seconded, <br /> <br />members of Council unanimously voted that an emergency exists with regard to adopting <br /> <br />the 1986-87 City Budget and with regard to establishing 1986-87 property tax rates, as <br /> <br />heretofore stated; however, the vote to adopt said budget (as revised) remained four-to- <br /> <br />one (Mayor Cole voting against the adopting motion). <br /> <br />,- <br /> <br />Mayor Cole then declared this meeting adjourned. <br /> <br /> <br />'.....-..' <br /> <br />Clerk of Council <br /> <br />41 <br />
