<br />29~ <br /> <br />TUESDAY, MAY 27, 1986 <br /> <br />- <br /> <br />into an Executive Session for the aforestated purpose, pursuant to the provisions of <br /> <br />subsection (a)(l) of Section 2.1-344 of the CODE OF VIRGINIA (1950, and as amended). <br /> <br />Upon reconvening into regular session, members of Council discussed various aspects <br /> <br />of the proposed budget, as revised, with City Manager Brown, including the risk <br /> <br />management program as initially proposed by Mr. Brown and as subsequently revised. <br /> <br />In addition, Councilman Williams, responding to Mrs. Drew's earlier comments, reported <br /> <br />~ <br /> <br />that, according to his understanding, the reduced School Budget will not adversely <br /> <br />affect the City School System's instructional program for 1986-87. Vice-Mayor Severt <br /> <br />then introduced a motion, seconded by Councilman Oakes, that Council adopt the pro- <br /> <br />posed 1986-87 City Budget, as amended, through the following appropriation ordinance, <br /> <br />as well as the following ordinance establishing the City's property Tax rates (being <br /> <br />the same as those established for 1985-86) for the 1986-87 budget year. In the dis- <br /> <br />cuss ion of this motion, Mayor Cole indicated that he could not support the motion <br /> <br />because of his concerns not only with the present effect but also with the future of <br /> <br />certain programs and because of his conviction that the City Manager's recommended <br /> <br />1986-87 City Budget could be financed without a property tax rate increase by--along <br /> <br />with other proposed income estimated--applying more from some $4,000,000 surplus than <br /> <br />was proposed. On a roll-call vote, the motion was carried by a vote of four-to-one <br /> <br />(Mayor Cole voting against the motion for reasons previously stated). The appropri- <br /> <br />-- <br /> <br />ation ordinance and the tax rate ordinance, being in the form of a single ordinance, <br /> <br />follows: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this twenty-seventh day of May, 1986, <br />that the following sums of money be and hereby are appropriated--by <br />Funds--for the City fiscal year ending June 30, 1987, from the fol- <br />lowing Fund sources of estimated revenue: <br />
