<br />96 <br /> <br />TUESDAY, MAY 27, 1986 <br /> <br />foregoing complaints by stating the reasons for recent channel-programming changes, <br /> <br />one of which pertains to on-going efforts (by installing "traps" and/or "scrambling" <br /> <br />devices) to eliminate the possibility of "stealing" of certain programming by cus- <br /> <br />tomers to protect the revenue of Multi-Channel and, in turn, the franchise fee paid <br /> <br />the City of Martinsville. Mr. Conley also expressed agreement with some of the <br /> <br />findings of the foregoing complainants but took exception to their conclusions that <br /> <br />they are being "twice charged" for certain service. Furthermore, in response to <br /> <br />queries from members of Council, Mr. Conley indicated that his company is prepared <br /> <br />to submit a written franchise proposal for study but, as to future service needs, <br /> <br />Multi-Channel has no present plans for changes except for the introduction--on a fee <br /> <br />basis--of special events. Mr. Conley also pointed out that his firm, since acquiring <br /> <br />the franchise, has completely rebuilt the local cablevision system and, in so doing, <br /> <br />provided the capability to expand the system and service. There being no other per- <br /> <br />sons expressing a desire to be heard on this subject matter, Mayor Cole declared the <br /> <br />public hearing closed and then outlined the procedures and/or options available to <br /> <br />Council for renewing and/or granting cablevision franchises. <br /> <br />Pursuant to statutory requirements, Council conducted a duly-advertised public <br /> <br />hearing on a proposed budget (as amended) for the City of Martinsville for its fiscal <br /> <br />year beginning July 1, 1986. The only citizen present and speaking to this matter <br /> <br />was Mrs. Carolyn Drew, President of the Martinsville Education Association, who urged <br /> <br />that Council not reduce the City School Board's 1986-87 budget request to the extent <br /> <br />that funds for teaching materials and for materials for students might be reduced. <br /> <br />Mayor Cole then declared the public hearing closed and, in response, to comments from <br /> <br />members of Council, entertained a motion that Council convene into an Executive Ses- <br /> <br />sion for the purpose of discussing personnel-salary matters. Accordingly, upon <br /> <br />motion, duly seconded and unanimously carried by a recorded vote, Council convened <br />
