<br />Tuesday, May 13, 1986 <br /> <br />- <br /> <br />.- <br /> <br />However, on April 29, 1986, Mr. Dwight Pemberton of Pannill Knitting <br />Company advised John Dyches and myself that they were in need of <br />accelerating their expansion program whereby the new dye facilities <br />would be constructed and become operative by early 1987, resulting in <br />an increase in water usage of 0.5 MGD by April, 1987. This, coupled <br />with the proposed 1.0 MGD increase in water usage by Tultex by the <br />end of 1977 creates a real problem of meeting the wastewater <br />requirements of these two industries. Mr. Pemberton indicated that <br />they plan to expend $9,000,000 on capital improvements in connection <br />with the increased water usage but unless they could be assured that <br />water and wastewater facilities could be provided to meet their <br />construction schedule they would have to consider another location <br />for these improvements. He further indicated that they needed to <br />have an answer from us within ten days to two weeks in order for them <br />to solidify their plans for expansion either here or at another <br />location. Tultex plans to expend approximately $8,000,000 for equip- <br />ment, however, Tultex did not indicate whether they would consider <br />another location if we could not meet their expansion schedule. <br /> <br />I promised Mr. <br />immediately and <br />possible date. <br /> <br />Pemberton that we would review this request <br />would attempt to get them an answer at the earliest <br /> <br />John Dyches and I met with our consultants (Wiley & Wilson) on May 2, <br />1986, concerning this and other matters related to wastewater <br />facilities. We also met with Lee Lintecum, County Administrator, and <br />Bob Grant, Executive Director of PSA, on Monday, May 5, 1986, in an <br />effort to determine whether the City and County could find a way to <br />provide the facilities needed to meet the needs of these three <br />industries within the time frame resulting from the new schedule of <br />improvements by Pannill Knitting. <br /> <br />Attached is a new schedule of needs for wastewater treatment facili- <br />ties of Tultex, Pannill Knitting and Bassett Walker Knitting compared <br />with capacity of existing and proposed wastewater treatment facili- <br />ties to be constructed by the City and County by January 1, 1989. <br /> <br />Also attached is a sheet showing graphically the projected increase <br />in industrial flows for each industry and a composite graph showing <br />the overage of the total projected flows for the three industries and <br />the schedule for providing wastewater facilities through 1988. As <br />you will note, there will be a treatment capacity deficiency of 1.7 <br />MGD in April, 1987, and a deficiency of 2.1 MGD by January 1, 1988. <br />These deficiencies could be reduced as indicated in Exhibit I if the <br />diversion of up to 2.8 MGD to the Upper Smith River Plant could be <br />accomplished.
