<br />38 <br /> <br />Tuesday, May 13, 1986 <br /> <br />DATE: May 7, 1986 <br /> <br />TO: Honorable Mayor and City Council <br /> <br />FROM: George W. Brown, City Manager <br /> <br />SUBJECT: Update Report - City/County Wastewater Facilities <br /> <br />During the regular meeting of Council held April 8, 1986, I submitted <br />a status report on City/County wastewater facilities dated April 2, <br />1986. In this report, I reviewed an approved plan for meeting the <br />wastewater needs for the City and County for the next twenty years. <br />This review included the method of financing the City's portion of <br />the plan. <br /> <br />I also noted in the report that two of our industries (Tultex and <br />Pannill Knitting) planned to expand their dyeing operations resulting <br />in an increase in water usage by Tultex of 1.5 MGD by mid-1987 and <br />Pannill increasing its usage by approximately 0.7 MGD by the end of <br />1988. Even though located in the County, it was pointed out that <br />Bassett Walker also planned to increase its usage by 0.8 MGD during <br />1986. <br /> <br />Because of these projected increases I stated in this report that "it <br />is imperative that the construction of the Marrowbone Plant be <br />expedited to provide treatment capacity for this waste." <br /> <br />As was stated in my April 2, 1986, report, the Henry County Public <br />Service Authority (PSA) applied to the Water Control Board for a <br />permit to construct the Marrowbone Plant on October 11, 1985. As of <br />the present, this permit has not been issued to the PSA. However, I <br />am advised by the County Administrator that they expect that the <br />permit will be issued within sixty (60) days which, according to <br />their Engineers, will enable the PSA to complete the plant <br />construction by the end of 1988, which would have made it possible <br />for the City and County to meet the expanded wastewater needs of <br />these three industries based on their expansion schedules. <br />
